Telecommunications means the sending, transmission, reception and processing of signs, signals, data, writings, images, sounds or information of any other nature by cable, radio, optical and other electromagnetic devices.
The Law on Telecommunications of Vietnam issued on November 23, 2009 consists of 10 Chapters and 63 Articles. One of the notable contents of this Law is the regulation on cases of refusal to provide telecommunications services.
The Law on Telecommunications 2009 of Vietnam issued on November 23, 2009 officially takes effect from July 01, 2010, which specifies prohibited acts in telecommunications activities.
The Law on Telecommunications 2009 of Vietnam provides for telecommunications activities, including telecommunications investment and business; public-utility telecommunications; telecommunications management; construction of telecommunications works: rights and obligations of organizations and individuals engaged in telecommunications activities.
With positive policies on telecommunications, especially after the promulgation of the Ordinance on Posts and telecommunications 2002, Vietnam has created a legal corridor to promote competition, encourage and support new businesses to enter the market. However, after a period of implementation of regulations on telecommunications, especially when Vietnam has become an official member of the World Trade Organization (WTO), the Ordinance on Posts and telecommunications 2002 showed a number of inappropriate points, so the development of a Law on Telecommunications is absolutely necessary.
