The rapporteurs on law are cadres, civil servants, public employees and soldiers in People’s Armed Force being recognized by decision of competent agencies to concurrently implement work relating to implementation of legal popularization and education.
Law popularization is the activity of disseminating provisions of the Constitution and legal documents in various fields to the population to raise the awareness of respect and compliance with the law, the awareness of protecting the law, the benefits of complying with the law, the example of good people, and good deeds in implementing the law.
