This is one of the notable contents in Resolution 27/NQ-TW on reforming wage policies for officials and public employees, armed forces, and workers in enterprises.

To be specific, according to Section 2.2.(1).c Part II of Resolution 27/NQ-TW, from 2018 to 2020, for the public sector, the statutory pay rate will continue to be adjusted upwards according to the resolution of the National Assembly, ensuring it is not lower than the consumer price index and in line with economic growth; no new professional allowances will be added.
Recently, the Government of Vietnam proposed to increase the statutory pay rate in 2020 to 1.6 million VND/month, and the majority of opinions in the Finance and Budget Committee agreed with this proposal. If this pay increase is approved by the National Assembly, the statutory pay rate in 2020 will be 110,000 VND/month higher than the current statutory pay rate (currently 1,490,000 VND/month), making it the highest pay increase to date. However, 2020 will also be the last year to apply the statutory pay rate for the public sector; from 2021 onwards, officials and public employees will have their salaries calculated in specific amounts in the new salary table.
Resolution 27 also stipulates that, from 2018 to 2020, the construction and issuance of new salary policies according to the wage policy reform content will be completed, linked with administrative reform schedules, downsizing staff; reorganizing the structure of the political system; reforming public service providers according to the Central Committee's resolution.
