According to the spirit of the Resolution No. 27/NQ-TW , from 2021, a new uniform salary system will be applied to officials, public employees and armed forces throughout the entire political system. However, due to the impact of the Covid-19 epidemic, this policy has been rescheduled.
Specifically, according to Section 2.2.(2).a, Part II of Resolution No. 27/NQ-TW, for the public sector, from 2021, a new uniform salary regime will be applied for officials, public employees and armed forces throughout the entire political system. Specifically:

(2) From 2021 to 2025 and vision to 2030
a) For the public sector
- From 2021, apply a new uniform salary system for officials, public employees and armed forces throughout the entire political system.
Moreover, according to the Resolution No. 27/NQ-TW, from 2021, there will be 05 new salary tables for officials and public employees, including:
- 01 position salary table applicable to officials and public employees holding leadership positions.
- 01 professional salary table according to officials ranks and professional titles of public employees, applicable to officials and public employees who do not hold leadership titles.
- 03 salary tables for the armed forces, including:
+ 01 salary table of military officers, officers and non-commissioned officers of the police force (according to positions, titles or ranks).
+ 01 salary table of professional military personnel, professional and technical police officers.
+ 01 salary table of defense workers and public security workers (including the current salary correlation of the armed forces with administrative officials).
In which, the roadmap to adjust salary regimes for officials and public employees is planned as following:
- In 2021, the lowest salary of officials and public employees is equal to the average lowest salary of regions of the business sector.
- Periodically raise the salary level in line with the consumer price index, economic growth and the state budget's capacity.
- By 2025, the lowest salary of officials and public employees will be higher than the average lowest salary of regions of the business sector.
- By 2030, the lowest salary of officials and public employees shall be equal to or higher than the lowest salary of the highest region of the enterprise sector.
However, due to the impact of the Covid-19 epidemic, at the 13th Plenum of the Central Committee, the Central Executive Committee agreed with the proposal of the Vietnam Government's Party Personnel Committee on the time to officially implement the new salary system for officials and public employees, which is from July 1, 2022 instead of 2021, as the spirit of Resolution No. 27/NQ-TW of Vietnam Government.
Accordingly, the reform of the salary policy of officials and public employees with the aim of applying a uniform new salary regime for officials, public employees and armed forces in the entire political system will begin to be implemented from July 1, 2022 (1 year and 6 months later than expected).
