As follows:
* Beneficiaries are union members and employees working at enterprises (enterprises under the provisions of the Vietnamese Enterprise Law 2020) that pay trade union fees, carry out "one road, two destinations" and are entitled to approved by the competent authority.
* One-time support up to 1,000,000 VND/person (One million VND).
* Time to implement support: From October 1, 2021 to October 31, 2021.
* Implementation process
- The grassroots trade union reports the number of union members and workers mobilized by the enterprise to carry out "one road, two destinations" to the immediate superior trade union at the grassroots level so that the immediate superior trade union at the grassroots funding allocation.
- In case the enterprise has paid trade union dues but has not yet organized a trade union, the immediate superior trade union working with the enterprise shall check and determine the number of union members and employees performing "1 road, 2 destinations" to maintain production and business activities to support spending.
- The immediate superior trade union at the grassroots level proposes to the provincial/municipal Labor Confederation; The Central Sector Trade Union and the equivalent, the Corporation's Trade Union under the General Confederation shall provide support when the source cannot be balanced.
- Confederation of Labor of province and city; The Central Sector Trade Union and the equivalent, the Corporation's Trade Union under the General Confederation, request the General Confederation to provide support when the source cannot be balanced.
- Based on the proposal of union members and employees, the grassroots trade union (the direct superior trade union for enterprises without a trade union) agrees with the business owner on the method of organization, meal rations, transfer funds to support enterprises to organize meals according to the general policies of enterprises; at the same time, the grassroots trade union (the direct superior trade union for enterprises without a trade union) supervises the organization of meals and makes them public to union members and employees.
* Funding sources:
- Support is provided by the immediate superior trade union of the grassroots union from the accumulated financial resources of the unit which are still used at the time of grant and ensure that after granting the balance at the unit, there is at least 1,000,000,000 VND (One billion VND).
In case the grassroots direct superior trade union does not have enough sources to provide support (accumulated balance is less than VND 01 billion), the Labor Union of the province or city; The central branch trade union and the equivalent, the General Trade Union under the General Confederation of Confederation shall provide compensation so that the grassroots direct superior trade union can provide enough for the grassroots trade union.
- Confederation of Labor of province and city; The central branch trade union and the equivalent, the General Trade Union under the General Confederation of Vietnam shall grant support to the grassroots direct superior trade union from the unit's accumulated financial resources still used at the time of granting the support and ensure that after granting support, the balance at the unit is at least 5,000,000,000 VND (Five billion VND).
The case of the Labor Confederation of provinces and cities; If the central branch trade union and the equivalent, the Corporation's Trade Union under the General Confederation do not have enough resources to supply (the accumulated balance is less than VND 05 billion), the General Confederation of Labor shall make compensation for the Labor Confederation of provinces and cities. ; The central branch trade union and equivalent, the Corporation's Trade Union under the General Confederation of Confederation shall provide enough for the immediate superior trade union at the grassroots level.
