The list of workplaces where strikes are prohibited is promulgated together with the Decree No. 145/2020/NĐ-CP on elaboration of some articles of the Labor Code on working conditions and labor relations in Vietnam.

According to Article 105 of the Decree No. 145/2020/NĐ-CP of Vietnam’s Government, the list of workplaces where strikes are prohibited, including enterprises and enterprise departments where strikes may threaten defense and security, public order, human health, is specified as follows:
1. 03 units under the parent company - Vietnam Electricity, including: Hoa Binh Hydro-power Company; Son La Hydro-power Company; National Load Dispatch Center.
2. Duyen Hai Thermal-power Company under the Power Generation Corporation 1.
3. Phu My Thermal-power Company under the Power Generation Corporation 3.
4. Power Commission companies under the National Power Transmission Corporation.
5. Petrovietnam Southwest Pipeline Operating under the parent company - Vietnam Oil and Gas Group.
6. 02 units under the PetroVietnam Exploration Production Corporation, including: Petrovietnam Domestic Exploration Production Operating Company; Vietgazprom Operating Joint Venture Company.
7. 08 units under the PetroVietnam Gas Joint Stock Corporation: PetroVietnam Gas Vung Tau; PetroVietnam Gas South East, PetroVietnam Gas Trading; PetroVietnam Gas Ca Mau; Nam Con Son Pipeline Company; Petrovietnam Northern Gas Joint Stock Company; Petrovietnam Northern Gas South; PetroVietNam Low Pressure Gas Distribution Joint Stock Company.
8. Vietsovpetro Joint Venture Company.
9. Airworthiness service providers under Vietnam Air Traffic Management Corporation.
10. Airports under the Airports Corporation of Vietnam, including: Noi Bai, Tan Son Nhat, Da Nang, Cam Ranh, Can Tho.
11. Northern Vietnam Maritime Safety Corporation.
12. Southern Vietnam Maritime Safety Corporation.
13. Vietnam Maritime Pilotage Corporation.
14. Vietnam Maritime Communication and Electronics Single Member Limited Liability Company.
15. VNPT-Net under the Vietnam Posts and Telecommunications Group (VNPT).
16. Viettel Networks under the Viettel Group.
17. Enterprises providing clean water, drainage and environmental sanitation directly serve central-affiliated cities.
18. National defense and security enterprises as prescribed in Decree No. 93/2015/ND-CP of Vietnam’s Government on organization, management and operation of defense and security enterprises.
The list of workplaces where strikes are prohibited attached to the Decree No. 145/2020/NĐ-CP of Vietnam’s Government will replace the list of workplaces where strikes are prohibited attached to the Decree No. 41/2013/NĐ-CP and will take effect from February 01, 2021.
