1. The beneficiaries receive the first-time allowance when they receive a job in an area with extremely disadvantageous socio-economic conditions

Cadres, civil servants, public employees, employees in agencies, organizations, units of the Party, the State, and socio-political organizations from the central to communes, wards, and townships.

People who receive salaries in the armed forces, who have been paid according to the salary table prescribed by the competent authorities of the Party and State, are working and coming to work in areas with extremely disadvantageous socio-economic conditions , including:

- Cadres, civil servants, and public employees (including trainees) in agencies, organizations, non-business units of the Party, the State, and socio-political organizations from central to commune level;

- Persons working under the labor contract regime in agencies and units of the Party, the State, and socio-political organizations specified in Vietnam's Decree 68/2000/ND-CP and Decree 161/2018/ND-CP;

- Officers, professional soldiers, defense workers, public employees, and contract workers with salaries from the state budget of the Vietnam People's Army;

- Officers and non-commissioned officers receiving salaries, public security workers and contract workers receiving salaries from the state budget of the People's Public Security;

- People working in cipher organizations;

- People working in the payroll quotas in associations are supported by the state budget for operating expenses specified in Vietnam's Decree 45/2010/ND-CP and Decree 33/2012/ND-CP.

2. First-time allowance when receiving work in areas with extremely disadvantageous socio-economic conditions

The beneficiaries specified in Section 1, upon receiving a job for the first time at an agency, organization, or unit in an area with extremely disadvantageous socio-economic conditions, are entitled to benefits as follows:

- The first allowance is equal to 10 months' basic salary at the time of accepting work in areas with extremely disadvantageous socio-economic conditions.

- In case a family comes together to work in an area with extremely disadvantageous socio-economic conditions, in addition to the first-time allowance, they are also entitled to:

+ Fees for trains and luggage for family members traveling together are calculated according to the actual fare and fare of public transport; or the contracted rate based on the actual number of kilometers traveled multiplied by the unit price of a common means of public transport (ships, boats, passenger cars);

+ 12 months' basic salary allowance for households.

- The above allowances shall be paid by agencies, organizations, and units located in areas with extremely disadvantageous socio-economic conditions. In areas with extremely disadvantageous socioeconomic conditions, it must be done as soon as the beneficiaries receive the work and only once in the total actual working time.

3. Preferential allowances according to occupations of cadres, civil servants, and public employees working in regions with extremely disadvantageous socio-economic conditions

Article 11 of Vietnam's Decree 76/2019/ND-CP stipulates preferential allowances according to occupations as follows:

Preferential allowances by occupation equal to 70% of the current salary (according to the salary table prescribed by competent authorities of the Party and State) and allowances for leadership positions, allowances for seniority beyond the bracket (if any) apply to the actual time working in areas with extremely disadvantageous socio-economic conditions of the subjects specified in Section 1, including:

- Civil servants, public employees, and employees being teachers, education management officers in educational institutions, vocational education institutions;

- Civil servants, public employees, and employees who directly perform professional medical work in state-owned medical facilities include:

+ Commune-level medical stations;

+ Medical stations for agencies and schools;

+ Regional polyclinic;

+ Midwifery houses, medical centers, hospitals and other medical facilities at commune level or higher;

- Officers, professional soldiers, defense officers, and military medical staff who directly work as medical professionals at medical stations combining military and civil medicine.
