The Ministry of Industry and Trade of Vietnam issued Official Dispatch 388/BCT-ATMT dated January 30, 2023, guiding the implementation of the month of action on occupational safety and health in 2023.

Specifically, the implementation of the month of action on occupational safety and health is regulated as follows:

1. The theme of action month on occupational safety and health in Vietnam 2023

Implement the Government's policy on the program of socio-economic recovery and development after the COVID-19 pandemic; at the same time promoting attention in the work of ensuring safety, health, and life for employees, building a safe and harmonious working environment, Action Month on OSH 2023; was launched with the theme "Strengthening the construction of safe working procedures and measures and improving working conditions, reducing stress in the workplace."

2. Time to organize the month of action on occupational safety and health in Vietnam 2023

Action month on OSH 2023 will be held from May 1st to 31st, 2023.

The launching ceremony of the OSH Action Month at the Central Government combined with the Worker Month 2023: Expected to be held on the morning of April 28, 2023, in Hanoi.

3. Requirements and contents of response to the month of action on occupational safety and health in Vietnam 2023

Units plan, content and budget to organize activities to respond to the month of action on OSH in 2023 in accordance with the characteristics of production and business of the unit, ensuring efficiency and savings as follows:

- Reviewing, developing and supplementing procedures and measures for safe working, fire and explosion prevention at departments and workshops; self-inspection, review and assessment of safety risks for machines, equipment and materials subject to strict OSH requirements.

- Developinf and implement specific programs and action plans on OSH - PPE to prevent and control risks and accidents to ensure OSH - FPF at the workplace.

- Organizing information and propaganda, launch movements to well perform the work of OSH - fire prevention at the unit. Strengthen communication activities, apply information technology, social networks, internal radio to inform and propagate regimes, policies, causes, risks and risks on OSH.

- Carrying out OSH-Fire Safety training according to regulations, training skills in assessment and identification of occupational safety and health risks.

Organize conferences and seminars on OSH-FPD work.

- Focusing on information, consulting, training and guiding enterprises and employees to identify; assess risks and risks, improve safe and hygienic working conditions in enterprises, establishments, groups, teams, workshops, factories,  construction works, traffic in crowded places, commercial centers, schools, residential areas to ensure safety at work;

Being active in the prevention and training of safe working skills for employees.

- Organization of practical activities, demonstration of handling technical incidents on safety;

Practice first aid.

- Carrying out inspection and self-inspection in order to detect and promptly remedy unsafety risks and handle violations of OSH - Fire Prevention.

Organizing activities with the participation and coordination of state management agencies, experts, employers, employees, and student safety and hygiene, such as:

Talks, dialogues, contests, sharing experiences, and modeling on OSH.

- Organizing commendation and commendation of collectives and individuals with good achievements and strictly handle violations.

- Strictly implementing the declaration, statistics and report on occupational accidents in accordance with current regulations of law.

- Organizing visits and encouragement of victims and their families, victims of occupational accidents and diseases.

- Paying attention and focus on investing in modern machinery, equipment and technological lines, applying information technology in controlling dangerous and harmful factors at the workplace, preventing occupational accidents and diseases;

Promoting dialogue activities, implementing specific action programs on improving working conditions, reducing stress at work, building harmonious labor relations, safe and friendly working environment.

4. Time to organize the month of action on occupational safety and health in Vietnam 2023

Units that prepare plans to respond to the month of action on OSH and send them to the Ministry of Industry and Trade (via the Department of Safety Techniques and Industrial Environment) before February 24, 2023, the plan must clearly show the contents of the stages, before, during and after the organization of Action Month activities.

After the end of the action month, units must summarize, evaluate, learn from experience, and report the results of organizing the OSH Action Month before July 14, 2023, to the Ministry of Industry and Trade through the Department of Safety Techniques and Industrial Environment according to the form prescribed in the Appendix to Circular 02/2017/TT-BLDTBXH guiding the organization of the Action Month on occupational safety and health.
