Salary Coefficient and Salary Arrangement for Administrative Officials in Vietnam

The Ministry of Home Affairs of Vietnam is soliciting opinions on the Draft Circular amending and supplementing several regulations on professional standards of specialized administrative officials and the organization of examinations for official grade promotion.

Officials Salary Classification

Officials appointed to specialized administrative ranks as prescribed in Circular 11/2014/TT-BNV shall be applied the professional and operational payroll for officials in state agencies in accordance with Decree 204/2004/ND-CP.

Salary Classification by Official Rank

According to the Draft Circular, the method of changing ranks and salary classification for officials holding the old administrative specialty ranks under Decision 414/TCCP-VC on May 29, 1993, to the new administrative specialty ranks under Circular 11/2014/TT-BNV is stipulated as follows:

For Senior Officer, Principal Officer, and Officer ranks:

Officials appointed to any rank will continue to be classified under that rank.

For the Assistant rank:

- Officials who have graduated with an appropriate college degree for their job position, currently classified under A0, will be appointed to the Assistant rank (code 01.004). Salary classification follows Point a, Clause 2, Section II of Circular 02/2007/TT-BNV on May 25, 2007.

- Officials who have graduated with an appropriate college degree for their job position, currently classified under B, will be appointed to the Assistant rank (code 01.004). Salary classification follows Clause 1, Section II of Circular 02/2007/TT-BNV.

- Officials without an appropriate college degree for their job position, currently classified under B, will continue to receive the current salary coefficient for 05 years from the effective date of this Circular (if the Draft Circular is approved). The employing agency must arrange for the official to undertake training to meet the standards of the new Assistant rank

- If the official meets the standards and conditions of the new Assistant rank, the employing agency will report to the official management agency to consider and decide on the appointment to the Assistant rank;

- If the official, who is sent for training, does not attend or fails the course, the employing agency will report to the official management agency to reassign the official to a suitable role based on training or implement staffing reduction.

For the Staff rank:

- For those recruited into official positions under legal provisions, with a high school diploma or higher, including drivers with a valid driving license, they will be appointed to the Staff rank (code 01.005). Salary classification will follow Clause 2, Section II of Circular 02/2007/TT-BNV.

- For those without a high school diploma or higher suitable for the job position, they will continue to be classified under the current Staff payroll (Table 4) issued with Decree 204/2004/ND-CP for 05 years from the effective date of this Circular. The employing agency must arrange for the official to undertake training to meet the standards of the new Staff rank.

- If the official meets the standards and conditions of the new Staff rank, the employing agency will report to the official management agency to consider and decide on the appointment to the Staff rank;

- If the official, who is sent for training, does not attend or fails the course, the employing agency will report to the official management agency to implement staffing reduction.

For employees under labor contract policies stipulated in Decree 68/2000/ND-CP, the head of the agency can conclude labor contracts according to the Staff payroll (Table 4 - issued with Decree 204/2004/ND-CP).
