Payroll for cipher rank in Vietnam effective from December 1, 2017

On October 10, 2017, the Ministry of Home Affairs issued Circular 07/2017/TT-BNV guiding the implementation of salary policies for persons working in cipher organizations receiving salaries and allowances from the state budget. Notably, the regulation on the salary scales for cipher ranks applies to the following subjects:

- Those currently holding leadership positions appointed in the cipher organization from Heads of Departments (or Team Leaders) of cipher units under Ministries, Departments, and provinces, centrally-run cities to Heads of the Government cipher Department;

- Operational advisory assistants appointed by competent authorities according to positions and standards in the fields of: Research, management of cipher science and technology; cipher operations; digital certification and information security; cybersecurity; management of civilian cipher; production, assembly, repair, supply of cipher products; cipher engineering; cipher translation; cipher verification; organization, planning, finance, synthesis, inspection, legal affairs, scientific and technological information on cipher, international cooperation in cipher organizations;

- Lecturers teaching cipher specialization.

- Deputy Heads of Divisions, Deputy Directors and equivalents under the Government cipher Department; Deputy Heads of Division of cipher Ministry of Foreign Affairs.

- Heads, Deputy Heads and equivalents of units under the Government cipher Department;

- Operational advisory assistants directly under the direction of Heads of Divisions, Directors under the Government cipher Department.

CONSIDERATION FOR SALARY INCREASE ACCORDING TO THE CIPHER RANK PAYROLL

Applicable to those working in cipher tasks who have reached the highest salary rank, when due for promotion, meet the standards but are not appointed to a higher position, they will be considered for a first and second salary increase according to the following table:

In cases where an individual drawing a cipher rank salary has received the second increase, and then is appointed to a new higher position, they will be placed on the new rank salary close to their previous raise and will retain the differential between the second raise and the new rank salary until they receive the first salary increase for the new rank or higher rank salary. The consideration period for the next level salary increase will be calculated from the date of signing the new position appointment decision.
