The Ministry of Labor, War Invalids and Social Affairs (MOLISA) has recently issued Official Dispatch 4577/MOLISA-LDTL to the directors of the Departments of Labor, War Invalids and Social Affairs of provinces and cities nationwide, regarding the report on the salary situation in 2016 and the plan for Tet bonuses in 2017.
The Minister of the Ministry of Labor, Invalids, and Social Affairs encourages businesses to give Tet bonuses in cash, as most workers have low incomes and everyone hopes for a bonus at the end of the year to cover Tet holiday expenses for their families.
According to survey data from 63 provinces and cities at 13,178 businesses with 2.4 million workers, the average Lunar New Year bonus last year (2016) was about one month’s salary, equivalent to 5.53 million VND per person, an increase of 15.7% compared to the Lunar New Year bonus 2015. Experts predict that the Lunar New Year bonus in 2017 will not be significantly higher than in 2016.
As noted in Official Dispatch No. 4577/LDTBXH-LDTL: To contribute to stabilizing labor relations in businesses, especially during the Tet holiday, the Ministry requests businesses to coordinate and discuss with grassroots trade union organizations to develop plans to support workers with allowances, subsidies, and Lunar New Year bonus plans for Dinh Dau 2017, and particularly to notify workers of the Tet Lunar New Year bonus plans for Dinh Dau 2017.
The Ministry identifies four groups of businesses for which Tet 2017 salary and bonus plans should be developed:
- Single-member limited liability companies with state ownership;
- Enterprises with state shares or capital contributions;
- Private enterprises;
- FDI enterprises.
As required by the Ministry in the Official Dispatch, localities are to survey the wage and wage arrears situation in 2016 and plan the Tet bonus for workers at businesses in their areas and send the report to the Ministry before December 31, 2016.
