This is one of the notable contents mentioned in Resolution 42/NQ-CP on measures to support people facing difficulties due to the Covid-19 pandemic officially issued by the Government of Vietnam on April 09, 2020.

To be specific, according to this Resolution, employees whose labor contracts or working contracts have been terminated but do not qualify for unemployment benefits; employees without labor contracts who lose their jobs are supported with 1,000,000 VND/person/month monthly depending on the actual situation of the epidemic developments, but not exceeding 3 months. The applicable period is from April to June 2020.
Additionally, employees working under labor contract policies who have agreed to temporarily suspend the performance of their labor contracts or take unpaid leave for one month or longer due to businesses facing difficulties because of the Covid-19 pandemic, have no revenue, or no financial resources to pay salaries, will be supported at the rate of 1,800,000 VND/person/month. The support period depends on the actual time of temporary suspension of labor contracts or unpaid leave, calculated monthly according to the actual situation of the epidemic developments, starting from April 1, 2020, and not exceeding 3 months.
Support for individuals facing difficulties due to the Covid-19 pandemic ensures the principle of supporting individuals with significantly reduced income, job loss, lack of employment, difficulties, not ensuring minimum living standards, affected by the Covid-19 pandemic; additional support for some groups enjoying preferential and social protection policies during the epidemic period.
The support must be ensured to reach the correct beneficiaries, be public and transparent, to prevent exploitation and abuse of policies. Beneficiaries entitled to two or more policies will only receive the highest support policy; voluntary non-participants will not be supported.
