New: 03 Policies to Increase Salaries Effective in 2018

Increasing pensions for workers, increasing the statutory pay rate, and additional income based on work performance for officials are new salary policies that will be implemented in 2018.

1. Increase retirement pensions and social benefits by 6.92% for 08 groups from July 1, 2018

At the Draft Decree on adjusting retirement pensions, social insurance benefits and monthly benefits it is clearly stated that retirement pensions will be increased by 6.92% from July 1, 2018 for the following 08 groups:

- Officials, workers, public employees, and laborers (including those with time participating in voluntary social insurance, retired people from the Nghe An farmers’ social insurance fund transferred according to Decision 41/2009/QD-TTg dated March 16, 2009); military personnel, public security officers, and cipher workers currently receiving monthly pensions;- Commune-level officials and staff as stipulated in Decree 92/2009/ND-CP, Decree 121/2003/ND-CP and Decree 09/1998/ND-CP who are receiving monthly pensions and benefits;- Persons currently receiving monthly loss of work capacity allowance as prescribed by law, persons receiving monthly benefits according to Decision 91/2000/QD-TTg dated August 4, 2000, Decision 613/QD-TTg dated May 6, 2010; rubber workers currently receiving monthly benefits;- Commune-level officials currently receiving monthly benefits according to Decision 130/CP dated June 20, 1975 of the Government of Vietnam and Decision 111-HDBT dated October 13, 1981 of the Council of Ministers;- Military personnel currently receiving monthly benefit policies according to Decision 142/2008/QD-TTg dated October 27, 2008, Decision 38/2010/QD-TTg dated May 6, 2010;- Public security officers currently receiving monthly benefits according to Decision 53/2010/QD-TTg dated August 20, 2010;- Military personnel, public security officers, and cipher workers receiving salaries equivalent to military and police ranks currently receiving monthly benefits according to Decision 62/2011/QD-TTg dated November 9, 2011;- Persons currently receiving monthly benefits for occupational accidents and diseases.

2. Increase the statutory pay rate from 1,300,000 VND to 1,390,000 VND from July 1, 2018

This prominent content is addressed in Resolution 49/2017/QH14 on the 2018 state budget estimates (approved by the National Assembly on November 13, 2017).

The National Assembly mandates the Government of Vietnam to adjust the statutory pay rate from the current 1,300,000 VND/month to 1,390,000 VND/month, and to similarly adjust retirement pensions, social insurance benefits, and preference allowances for people with merits in line with the statutory pay rate increase from July 1, 2018.

In the near future, the Government of Vietnam will realize this content by issuing a new Decree to replace Decree 47/2017/ND-CP which regulates the statutory pay rate for officials and public employees and the armed forces.

3. Pay additional income for officials working in Ho Chi Minh City

The payment of additional income for Vietnamese officials and public employees in Ho Chi Minh City is implemented according to the following schedule:

- In 2018: The income adjustment coefficient at each unit is a maximum of 0.6 times the salary based on ranks and positions (This coefficient is within the maximum limit of 1.8 times the salary based on ranks and positions according to Resolution 54/2017/QH14);- In 2019: The income adjustment coefficient is a maximum of 1.2 times the salary based on ranks and positions;- In 2020: The income adjustment coefficient is a maximum of 1.8 times the salary based on ranks and positions.

Additional income is paid based on the work efficiency of Vietnamese officials and public employees at each agency or unit, evaluated by the unit heads in accordance with Decree 56/2015/ND-CP and Decree 88/2017/ND-CP.

The above contents are based on Resolution 03/2018/NQ-HDND which takes effect from April 1, 2018.
