According to Decision 4290/QD-TLD , from 2022, grassroots trade unions will be able to use 75% of trade union revenue, instead of only 71% as in 2021.

Specifically, in Clause 1, Article 5 of the Regulation on revenue, expenditure, financial and asset management at the grassroots trade union promulgated together with Decision 4290/QD-TLD clearly states:
The grassroots trade union is entitled to use 75% of the trade union fee , 60% of the trade union fee as prescribed by the Presidium of the General Confederation and 100% of the total other revenue of the unit as prescribed by law. and General Confederation.
(In 2021, grassroots trade unions are allowed to use 71% of the total collection of trade union fees and 60% of the total of trade union fees according to Decision 1355/QD-TLD dated October 1, 2020).
Regarding the allocation for expenditure items:
(1) Allocating revenue from trade union fees, the grassroots trade union can be used for the following expenditures and items:
+ Paying salaries and allowances for full-time trade union officials and trade union officials' allowances, up to 45% of the revenue of trade union fees of grassroots trade unions. In case of shortage, the grassroots trade union must consider reducing the beneficiaries and level of allowances for trade union officials to match the allocated financial resources.
+ Expenses for visiting trade union members, at least 40% of the revenue from trade union fees of grassroots trade unions can be used.
+ Other expenses, up to 15% of the revenue of trade union fees, and the grassroots trade union can be used.
(2) Allocating revenues from grassroots trade union funds to be used for the following expenditures and items:
Direct expenses for care, protection, training, retraining and training of trade unionists and employees must be at least 60% of the revenue of the grassroots trade union fund used.
In units with complicated labor relations, the grassroots trade union shall spend at least 25% of the funding of this expenditure item to reserve for activities to protect union members and employees;
After 2 consecutive years of not using, it is possible to switch to spending on the contents of this expenditure item.
+ Expenses for propaganda and mobilization of trade union members and employees, up to 25% of the revenue of grassroots trade unions can be used.
+ Expenses for administrative management, up to 15% of the grassroots trade union fund's revenue can be used.
- The contents specified with the maximum rate of expenditure if not fully spent shall be supplemented to the contents with the minimum rate of expenditure (Sections 2.1, 2.3, 3.2, 3.3 if the expenditure cannot be fully spent, additional expenditure for items 2.2, 3.1 can be added. of this Decision).
- Other sources of revenue: the grassroots trade union decides on the allocation to expenditure items, spending levels and the subjects the grassroots trade union is allowed to supplement with other than those specified in Article 6 of this Decision.
Decision 4290/QD-TLD takes effect from March 1, 2022 and replaces Decision 1910/QD-TLD dated December 19, 2016.
