On May 12, 2018, the 7th Central Committee Conference concluded after several days of discussions with the closing speech by General Secretary Nguyen Phu Trong. After many days of deliberation, the Conference decided to issue a Resolution on wage policy reform as follows:
1. For officials
- Redesign the salary and bonus structure to match the ratio between base salary, allowances, and bonus policies;- Develop a new salary system, including: 01 position salary table applicable to officials and public employees holding leadership positions; 01 professional and operational salary table commonly applicable to officials and public employees not holding titles or leadership positions; and 03 salary tables for the armed forces;- Adjust salaries according to job position, title, and leadership positions based on raising the minimum salary and expanding the salary relationship closer to the market area;- Use the bonus fund to periodically reward officials and public employees linked to the results of assessing and rating the level of job completion;- Expand pilot implementation of the mechanism applying additional income spending levels for some provinces and cities under central authority;- Implement payroll budgeting for agencies and units;- Abolish the additional salary coefficient for officials from agencies implementing special financial mechanisms;- Abolish extra-budgetary expenditures of officials and public employees originating from the state budget.
2. For the business sector
- Continue to change the policy on regional minimum wages on a monthly basis to protect employees;- Supplement regulations on regional minimum hourly wages;- Enterprises are allowed to independently decide on salary policies and payments based on labor productivity and business performance of the enterprises.
Specifically for State-owned enterprises:
- Separate the salary of the state capital representative from the salary of the management board;- Implement the principle that whoever hires or appoints shall assess and pay the salary;- There will be an independently paid Board of Members from profit after tax.
