How much is the statutory pay rate in 2021 of officials and public employees in Vietnam?

According to the Resolution No. 86/2019/QH14, the National Assembly of Vietnam proposes to increase the statutory pay rate from VND 1,49 million/month to VND 1,6 million/month. However, due to the impact of Covid-19, this plan has been postponed. Therefore, the statutory pay rate in 2021 of officials and public employees remains the same.

Specifically, according to Clause 7 Article 3 of the Resolution No. 86/2019/QH14 of the National Assembly of Vietnam, the Government was assigned to implement measures for consider increasing the statutory pay rate from VND 1,49 million/month to VND 1,6 million/month from July 01, 2020.

However, due to the impact of Covid-19, at the Resolution No. 122/2020/QH14, the National Assembly of Vietnam has approved that the adjustment of statutory pay rate for officials, public employees, armed forces and pensions has not yet been made from July 01, 2020. Based on the actual situation, the Government shall report to the National Assembly Standing Committee on the time of adjusting the statutory pay rate.

Concurrently, recently, according to Clause 7 Article 3 of the Resolution No. 128/2020/QH14 on State budget estimates in 2021, the National Assembly has also agreed that in 2021, no adjustment to the statutory pay rate and poverty line has been made.

Therefore, in 2021, the current statutory pay rate of VND 1,49 million/month will still be applied. Regarding the specific plan, the time of implementing the statutory pay rate increase, the Government will base on the actual situation to make adjustments.

Covid-19 not only affects the timing of the statutory pay rate increase, the salary reform policy for officials and public employees has also been delayed compared to the original plan. Specifically, according to the Resolution No. 27-NQ/TW in 2018, the Central Executive Committee has requested the implementation of salary policy reform for officials, public employees, armed forces and employees in enterprises. One of the important contents of the salary reform policy is that the current statutory pay rate and salary coefficient will be abolished, and the basic salary will be established by a specific amount in the new payroll. But also due to the impact of Covid-19, at the 13th Conference - 12th Party Central Committee, the Party Central Committee approved the proposal of the Government Party Personnel Committee on the time of implementation of the new salary regime to be delayed from July 01, 2022 instead of 2021 as before.

It can be seen that Covid-19 has had a significant impact on the implementation of important policies for officials, public employees and employees, including the adjustment to increase the statutory pay rate. In short, the statutory pay rate in 2021 of officials and public employees is still VND 1,49 million/month as at present.
