For employees who terminate their labor contracts but do not qualify for unemployment benefits, they can apply online to receive Covid-19 support as follows:
FIRST: Determine whether you are eligible for support
According to the provisions of Article 21 of Decision 23/2021/QD-TTg, eligibility and conditions for support are as follows:
Workers working at enterprises, cooperatives, public service providers that ensure regular or investment and regular expenditure, non-public education institutions at preschool, kindergarten, primary, secondary, high school, vocational education levels must suspend operations as required by competent state agencies to prevent and control COVID-19 from May 1, 2021, to December 31, 2021, are eligible for support if the following conditions are met:
- Participating in compulsory social insurance in the month immediately before the employment contract termination.
- Terminating a employment contract from May 1, 2021, to December 31, 2021, but not eligible for unemployment benefits, except in the following cases:
+ The employee unilaterally terminates the employment contract illegally.+ Receiving a pension, monthly loss of working capacity allowance.

- Step 1: Access the link: https://ncovi.dichvucong.gov.vn/p/home/dvc-ncovid-chi-tiet-ho-tro-nguoi-lao-dong-cham-dut-hop-dong-lao-dong-nhung-khong-du-dieu-kien-huong-that-nghiep.html and click on “Nộp trực tuyến” (Submit online).
- Step 2: Log in to your account
If you do not have an account, please register an account on the National Public Service Portal.
- Step 3: Fill in the employee information
When registering an account, if all information has been filled in, the system will automatically fill in the mandatory information as shown in the image below. The email field is not mandatory.
- Step 4: Upload the application information
(1) Select “Tải file mẫu” (Download sample file); the employee will receive Form No. 07 – Application form for support (For employees terminated but ineligible for unemployment benefits).
The employee fills in the information according to the form, then saves it to the computer and chooses to attach the file to the system.
(2) Attach to the system a photo (or scan) of the authenticated copy or the original of one of the following documents:
+ Expired or completed employment contract.+ Termination decision.+ Notification or agreement to terminate the employment contract.
(3) Attach to the system a photo (or scan) of the authenticated copy or the original of the following documents:
- Documents proving pregnancy for pregnant employees.- Birth certificate or birth report for employees raising biological children.- Birth certificate or birth report, adoption certificate for employees raising adopted children.- Birth certificate or birth report, Decision on alternative care of the competent authority for employees caring for children under 06 years old in alternative care.
- Step 5: Select the receiving agency of the application
(1) Select the province/city where the employee terminated the employment contract.
(2) Select the Employment Service Center from the available options.
- Step 6: Check the box "I guarantee that the declared information is accurate and take responsibility for the declared information" and select “Nộp hồ sơ” (Submit application).
After successfully submitting the application, the process will continue as follows:
- Within 02 working days, the Social Insurance agency is responsible for verifying the employee’s information, confirming the employee’s participation in compulsory social insurance in the month immediately prior to the termination of the employment contract.
- Within 03 working days after receiving the employee’s complete application, the Employment Service Center reviews, sends the application of eligible employees to the Department of Labor, War Invalids, and Social Affairs.
- Within 02 working days from the date of receipt of the list, the Department of Labor, War Invalids, and Social Affairs appraises and submits it to the Provincial People’s Committee.
- The Provincial People’s Committee approves the support list and directs the implementation of support disbursement within 03 working days. If not approved, the Provincial People’s Committee will respond in writing, stating the reason.
Thus, within a maximum of 10 working days from the date of submission of a complete and valid application, the employee will receive the support payment.
Note: The application submission deadline is January 31, 2022, at the latest.
