Decision 15/2020/QD-TTg stipulates the implementation of policies supporting people facing difficulties due to the Covid-19 pandemic, issued by the Prime Minister of the Government of Vietnam on April 24, 2020.

Employees who temporarily suspend the execution of labor contracts or take unpaid leave are eligible to receive financial support due to Covid-19. However, employees must meet the following conditions to receive this financial support:
Employees are eligible for support when they meet all the following conditions:
- The period of temporary suspension of the labor contract or unpaid leave within the term of the labor contract must be at least 01 continuous month, from April 1, 2020 to June 30, 2020, and the start date of the temporary suspension or unpaid leave is from April 1, 2020 to June 1, 2020;- Participating in compulsory social insurance up to the time immediately before temporarily suspending the labor contract or taking unpaid leave;- Working at enterprises that have no revenue or no financial source to pay salaries (after using salary reserve funds, post-tax profits, and other legitimate financial sources of the enterprise, with the balance as of March 31, 2020) due to the impact of the COVID-19 pandemic.
Regarding the dossier, order, and procedures specified in Article 2 of this Decision are as follows:

List of employees who temporarily suspend execution of labor contracts, take unpaid leave
Order and Procedures:
- Step 1: The enterprise prepares the List of employees who temporarily suspend execution of labor contracts or go on unpaid leave ensuring conditions as prescribed in Article 1 of this Decision; requests the grassroots trade union (if any) and Social Insurance Agency to confirm this List.
- Step 2: Within 03 working days from the date of receiving the List at the enterprise's request, the Social Insurance Agency confirms the employees' participation in social insurance as prescribed in Clause 2, Article 1 of this Decision and sends it to the enterprise.
- Step 3: The enterprise submits the application to the District People's Committee where the enterprise is headquartered.
Within 03 working days from the date of receiving the complete application, the District People's Committee appraises and submits to the Chairman of the Provincial People's Committee. On the working day, from the date of receiving the complete dossier, the Chairman of the Provincial People's Committee issues a decision approving the List and financial support; meanwhile, directs the implementation of the support payment.
