From June 10, 2022, the title of a high-grade doctor of preventive medicine (Class I) with foreign language level 4 (B2) or higher is required or not?
On April 26, 2022, the Ministry of Health issued the Circular No. 03/2022/TT-BYT.
"Article 1. Amendments to the Joint Circular No. 160; 10/2015/TTLT-BYT-BNV dated May 27, 2015 by the Minister of Health and the Minister of Home Affairs
...
7. To amend and supplement Clause 2, Article 7 as follows:
a) Graduate from level-II specialized doctors or doctors of preventive medicine.
b) He/she obtains a certificate of training in professional standards of preventive medicine physician (applied to ranks of preventive medicine physician)."
Hence, in 10/06/2022 from June 10, 2022, in order to be a high-grade (first class) preventive medicine physician, he/she is no longer required to have a foreign language level 4 (B2) or higher.
From June 10, 2022, senior preventive medicine doctors in Vietnam do not need a foreign language level 4
What are the duties of a senior preventive physician?
Pursuant to Clause 1 Article 7 of the Joint Circular No. 10/2015/TTLT-BYT-BNV, the tasks of a senior preventive medicine physician include:
"Article 7. Code: V.08.02.04
1. Duties:
a) Take charge of and formulate plans for provision of information, education and communication about health protection, care and improvement; introduce community health management measures;
b) Preside over the provision of primary healthcare services;
c) Preside over implementation of professional regulations in accordance with regulations of the Ministry of Health, in particular:
Formulate plans for specialized preventive medicine activities such as disease prevention and control, social disease prevention and control, health program management, health communication and education, health care, occupational diseases and injuries;
Monitoring, monitoring, detection, assessment, control and control of: factors causing epidemics, pathogens, occupational diseases, diseases related to environmental factors, accidents and injuries, food safety, occupational health and other risk factors for community health;
To organize the application of measures to control and control epidemics and diseases as well as infectious pathogens, especially newly emerging epidemic outbreaks;
Prevention and control of noninfectious diseases, traffic accidents, labor accidents and occupational diseases;
To participate in the management and care in the community: chronic diseases, occupational diseases, social diseases and functional rehabilitation;
Common medical examination and treatment and first aid treatment;
To conduct preventive examination, counseling and treatment according to regulations;
d) Take part in analysis, assessment and conclusion of difficult and complicated medical issues related to public health within the scope of their assigned tasks and of their fields or sectors if requested;
dd) Take charge of compiling technical documents and procedures for disease prevention and control and community healthcare;
e) Direct or provide guidance and technical training for health civil servants, pupils and students; provide lectures for students of medical universities and colleges upon request;
g) Participate in scientific research topics."
03/2022/TT-BYT dated June 10, 2022 which is amended by the Minister of Health shall come into force from June 10, 2022.
