This continues to be one of the noteworthy contents in Resolution No. 27/NQ-TW on the reform of salary policies for officials and public employees, armed forces, and workers in enterprises.

To be specific, according to the contents of the reform in this Resolution, enterprises (including those 100% state-owned) have the autonomy to decide their salary policies (including wage scales, wage tables, and labor norms) and pay wages not lower than the minimum wage announced by the State, based on collective labor agreements suitable to the production organization, labor organization, enterprise capacity, and publicized at the workplace. Accordingly:
- The State will announce the regional minimum wage on a monthly and hourly basis, the average market wage for occupations, and support the provision of labor market information, without directly intervening in the enterprises' wage policies.
- Enterprises and employees will negotiate and agree on wages, sign labor contracts, and pay wages linked to productivity and labor outcomes.
- Enterprises and representatives of employees will negotiate and agree on wages, bonuses, and other incentive policies in collective labor agreements or in the enterprise’s regulations.
- The role and capacity of trade union organizations, and the inspection work of state management agencies, will be strengthened.
Thus, in the spirit of this Resolution, in the upcoming period, the wage scales, wage tables, and labor norms of enterprises will be autonomously decided by the enterprises themselves, except for paying wages not lower than the minimum wage announced by the State. Currently, the formulation of wage scales, wage tables, and labor norms must be implemented following Article 7 of Decree 49/2013/ND-CP.
Additionally, for state-owned enterprises, the State will establish general principles to determine wages and bonuses linked to labor productivity and business efficiency, aiming to ensure a wage level comparable to the market. Salary expenses, including bonuses in the wage fund, will be contracted based on tasks, business conditions, industry, and the nature of enterprise operations; gradually moving towards implementing task-based contracting tied to results and effective management and use of state capital by enterprises.
