On December 20, 2016, the Secretariat of the Central Committee of the Communist Party issued Directive No. 11-CT/TW regarding the organization of the 2017 Tet festival. In this directive, it is strictly prohibited to give Tet gifts to superiors in any form, and localities are requested not to conduct fireworks displays during the Tet holiday.
In order to well-prepare the conditions for the people to joyfully celebrate Tet in 2017 in a festive, healthy, safe, and economical manner, contributing to the successful implementation of the content of strengthening the building and rectification of the Communist Party; preventing and repelling the deterioration of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the party as stipulated by Directive 05-CT/TW dated May 15, 2016 by the Politburo of the XII Congress on promoting learning and following the ideology, ethics, and style of Ho Chi Minh. The Secretariat requests the party committees, party organizations, governments, the Vietnam Fatherland Front, and people's unions to focus on leadership, direction, and implementation of several tasks:
Promptly complete compensation and support for those affected by the marine environmental incident
Proactively and effectively implement policies on social welfare and security. Specifically:
- Care for the material and spiritual lives of policy beneficiary families, people in difficult circumstances, compatriots in remote, isolated, especially difficult regions, and border and island areas; particularly those affected by floods in Central Vietnam, swiftly overcoming and stabilizing life and completing compensation and support for those affected by the marine environmental incident.- Organize visits to war invalids, sick soldiers, martyrs' families, families with meritorious services to the country, revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the Armed Forces, intellectuals, artists, prominent religious dignitaries, armed forces units, and other forces performing duties during Tet.- Organize cultural, artistic, sports, and recreational activities to celebrate the New Year, review the year, receive commendations for achievements, and commemorate the 87th anniversary of the establishment of the Communist Party (February 3, 2017) practically, economically, healthily, in line with the civilized lifestyle, cultural traditions, customs, and practices of each locality.
Prohibition of Tet gifts to superiors in any form
In serious implementation of Directive 21-CT/TW dated December 21, 2012 on promoting thrift practice and combating wastefulness, it is required that:
- Party and State leaders and leaders of central agencies, committees, sectors, and mass organizations do not organize visits to local authorities to offer Tet greetings; localities do not offer Tet greetings to central authorities.- Implement the policy of prohibiting Tet gifts to superiors in any form.- Localities do not set off fireworks during Tet; allocate time and budget to care for the Tet of the poor, disadvantaged people, and policy-beneficiary families. Enhance inspection, promptly prevent, and strictly handle organizations and individuals violating the regulations on using public funds, vehicles, and assets for Tet activities, festivals, etc.
Resolutely curb traffic accidents during Tet
- Enhance measures to prevent crime and social evils, prevent fire, continue to strictly enforce the prohibition on the production, sale, and use of fireworks; ensure security, order, social safety, and peaceful life for the people.- Ensure the availability of transportation means for convenient and safe travel of the people, resolutely curb traffic accidents during Tet.- Ensure the continuous provision of public services to serve the life and business activities of the people and enterprises, focus on preventative healthcare, inspect, and strictly handle violations of food safety and environmental hygiene.- Effectively manage the market and prices to meet the consumption needs of the people. Strictly handle violations of security, order, smuggling, commercial fraud, counterfeit goods, low-quality goods, hoarding, and sudden price hikes for illicit gains.- Localities and relevant agencies need to provide leadership and direction to effectively resolve complaints before Tet. Agencies, units, organizations, unions, and localities ensure on-duty personnel promptly handle emerging issues and consistently implement smooth information policies.
The Central Propaganda Department, in coordination with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, and relevant agencies, will guide the organization of activities to celebrate the Communist Party and the New Year; direct and enhance public communication media to raise public awareness about practicing thrift, combating wastefulness, actively participating in crime prevention, social evils, law violations, ensuring security, order, traffic safety, food safety, and environmental hygiene. Effectively implement the Directive on the movement "All people unite to build a new countryside and civilized urban areas."
