1. Criteria of population collaborators in Vietnam

According to Article 2 of Circular 02/2021/TT-BYT, population collaborators are volunteers doing population work in villages. Population collaborators must meet the following criteria:

- Having a high school diploma or higher.

People who have completed primary school should be selected, trained, and trained on the population according to professional contents promulgated by the Ministry of Health in villages with difficulties or with an ethnic minority population that cannot choose people with sufficient education as above.

- Currently living and working steadily in the village where population collaborators are in charge; volunteering as population collaborators; feeling responsible, enthusiastically participating in social activities, being able to mobilize the masses, and being trusted by the community.

- Preference will be given to those who are doing village health work to participate as population collaborators.

- Being healthy enough to perform the prescribed tasks.

2. Duties of population collaborators in Vietnam

Duties of population collaborators are specified in Article 3 of Circular 02/2021/TT-BYT as follows:

- Population collaborators are responsible for working with village health workers and other program collaborators in the locality to propagate and mobilize population work, hygiene and disease prevention, and primary health care for people in the area under their management.

- Directly propagating, mobilizing, and advising people in charge of population issues.

- Providing condoms and oral contraceptives to each household according to regulations; carry out marketing, social marketing, socialization of reproductive health care products, family planning, and population services according to regulations.

- Checking and monitoring the maintenance and implementation of the population content of households in the management area.

- Implementing the regime of initial recording, data collection, and making periodical and extraordinary reports on the population according to current regulations; providing data for commune health stations, making diagrams and charts, and managing the number of households in terms of population in the management area.

- Preserving and using documents (books, report forms...) related to assigned tasks.

- Attending the monthly population collaborator's meeting organized by the commune health station to reflect on the situation and report the results of population activities in the assigned area.

- Attending training courses organized by competent authorities.

- Identifying and proposing to commune-level population monitoring staff and commune-level health station staff the population issues that need to be addressed in the area under their management.

- Carrying out other population-related tasks as assigned by the commune health station's head or the chairperson of the commune-level People's Committee.

3. Benefits of population collaborators in Vietnam

Pursuant to Article 4 of Circular 02/2021/TT-BYT, population collaborators are entitled to the following benefits:

- Population collaborators are assigned to be in charge of work based on the characteristics and actual situation of the locality, but each village must have at least one population collaborator.

- The monthly allowance for population collaborators shall be decided by the Provincial People's Council and guaranteed by the local budget according to regulations.

- Each population collaborator is equipped with working tools, including: Communication bag, portable speaker, a flashlight, a raincoat, and other tools suitable to local conditions and financial capacity.

- Typical population collaborators who have made active and enthusiastic contributions to population work are encouraged, rewarded and honored; to participate in regional and inter-regional competitions, conferences and seminars to exchange working experiences.
