Conducting the Nationwide Labor and Employment Survey in 2017

The General Statistics Office has just issued Decision No. 719/QD-TCTK, introducing the survey plan for labor and employment in 2017 across 63 provinces and centrally-run cities.

The purpose of conducting the labor and employment survey is to collect basic information about the labor market to produce statistical indicators related to labor, employment, unemployment, and the income of workers. This helps various levels and sectors assess and forecast labor market fluctuations nationwide and formulate human resource development strategies in line with society’s development trends.

According to the proposed plan, the survey subjects are residents 15 years of age or older who are usual residents of households. The survey subjects include members of the armed forces who are usual residents of the household, excluding armed forces members living in barracks.

The survey is conducted based on household units, which include an individual living independently or a group of individuals living together and sharing meals. These individuals may or may not share a blood relationship, marital ties, or adoptive relationships; they may or may not share a common income and expenditure pool. The household head (or any knowledgeable household member in the absence of the household head) provides information about the usual residents of the household. Individuals aged 15 or older living in Vietnam provide information about their economic activities.

The plan designates the survey time to ascertain the usual residents of the household as 0 hour on the first day of each month. The survey period (reference period) is 7 days before the survey date, except for job search activities where the reference period is 30 days before the survey date. Information collection at the locality takes 7 days (including travel time), starting from the first day of the survey month.

Along with identification information, the content of the 2017 Labor and Employment Survey includes demographic information of household members and labor and employment information for members aged 15 and older, specifically:

- Information about members who are usual residents of the household (to identify main survey subjects), including:- Full name of each usual resident in the household;- Relationship with the household head;- Gender;- Month, year of birth, or age in the Gregorian calendar;- For those aged 15 and older residing abroad: country of residence, reason for residing, and duration of continuous residence;- For those aged 15 and older residing in Vietnam: economic activity status.- In surveying the main subjects, who are household members aged 15 and older residing in Vietnam, it is necessary to determine:- Marital status;- Migration status and reason;- Highest level of general education;- Highest technical specialization;- Classification of economic activity status;- Main job in the last 7 days;- Job before temporary leave;- Working hours, received wages;- Underemployment status;- Unemployment or non-economic activity status;- For those temporarily employed, unemployed, or not economically active: training field and graduation date.

Additionally, in 2017, there will be a supplementary trial survey applying the new ILO employment standards to estimate the deviations of labor and employment indicators when using the new standards versus the old standards.

The survey method involves using survey questionnaires:

- Questionnaire 01.CT/DTLDVL-2017: For the 2017 official Labor and Employment Survey. The survey content is designed on a set of questionnaires, including household information and information of individuals aged 15 and older currently living in Vietnam (questions about labor, employment).- Questionnaire 02.TN/DTLDVL-2017: For the 2017 trial Labor and Employment Survey. The survey content is designed on a set of questionnaires, including household information and information about individuals aged 15 and older currently living in Vietnam (questions about labor, employment). Additionally, the questionnaire includes other information such as agricultural employment, employment status, job waiting time... to pilot the application of new theoretical frameworks/standards recommended by the ILO. Each month, each province/city will conduct a trial survey at least in one area separate from the official survey.

The categories used in the survey include:

- The list of Vietnamese administrative units issued according to Decision 124/2004/QD-TTg dated July 8, 2004, by the Prime Minister of the Government of Vietnam and updates by the General Statistics Office up to the survey date;- The 2007 Vietnamese economic sector system issued according to Decision 10/2007/QD-TTg dated January 23, 2007, by the Prime Minister of the Government of Vietnam;- The occupational list issued according to Decision 1019/QD-TCTK dated November 12, 2008, by the General Director of the General Statistics Office.
