Circular 06/2018/TT-BNV has just been issued by the Ministry of Home Affairs providing guidance on the implementation of statutory pay rate for beneficiaries of salaries, allowances in agencies, organizations, public service providers, including:

Full Text of Circular 06/2018/TT-BNV
Officials and employees receiving salaries from the state budget working in agencies of the Communist Party, the Government, and political-social organizations at the central level; in provinces and municipalities directly under the central government; in districts, towns, district-level towns, cities under provinces, cities under municipalities directly under the central government; in special administrative-economic units.
Civil servants in the leadership, management apparatus and public employees receiving salaries from the salary fund of public service providers as prescribed by law.
Officials and public employees dispatched, seconded to work at associations, non-governmental organizations, projects, and international agencies and organizations located in Vietnam by the decision of competent authorities.
Officials and employees at the commune, ward, commune-level town and non-professional activists at the commune level, in hamlets, or neighborhood groups as stipulated in Decree 92/2009/ND-CP (amended and supplemented by Decree 29/2013/ND-CP).
Deputies of the People's Councils at all levels receiving activity fees;
Persons working in cryptographic organizations.
In calculating and determining contribution levels and enjoying social insurance benefits and resolving policies related to salaries, the following subjects are also applicable under Circular 06:
a) Officials and public employees studying, interning, working, receiving treatment, or undergoing convalescence domestically and abroad, listed on the payroll of Communist Party agencies, the Government, political-social organizations, public service providers, and associations supported by the state budget for operational funding;
b) Persons during the probation or apprenticeship period (including commune-level officials in probation) in Communist Party agencies, the Government, political-social organizations, public service providers, and associations supported by the state budget for operational funding;
c) Officials and public employees currently suspended from work, detained, or temporarily imprisoned;
d) Cases working in Communist Party agencies, the Government, political-social organizations, public service providers, and associations supported by the state budget for operational funding under labor contracts are signed in accordance with the salary table issued together with Decree 204/2004/ND-CP.
