1. Dossier for change of address to receive pension
Pursuant to Article 115 of the Law on Social Insurance 2014 , a person who is enjoying a monthly pension and moves to another place in the country but wishes to enjoy it in a new place of residence shall submit an application to the social insurance agency of the place where he is enjoying it.
Accordingly, pensioners only need to prepare a dossier consisting of an Application Form No. 14-HSB issued together with Decision 166/QD-BHXH dated January 31, 2019.

Fill out the application form completely, including:
- Name of the social insurance agency where the pension is being paid.
- Full name, date of birth, gender.
- Social insurance number.
- ID/CCCD/Passport number.
- Mobile phone number.
- Address.
- Specify the time of change of place to receive (receipt pending) pension.
- Address to receive pension at new place of residence.
2. Order of execution
Step 1 : Prepare and submit application
Persons receiving monthly pension: submit an application to change the place of receiving pension according to Form 14-HSB to the district social insurance agency that is paying the monthly pension.
Step 2: The social insurance agency receives the dossier and settles it according to regulations.
The social insurance agency updates the list of payments and organizes payments to beneficiaries at the location where the beneficiaries register; at the same time, the social insurance agency sends a message to the beneficiary about the time and place of payment of monthly pension and social insurance allowance.
Step 3 : Get the settlement result
Persons currently on pension receive the Notice of payment of pension and social insurance benefits and come to receive their pension according to the time and place stated in the Notice (Form No. 23-HSB);
3. Ways to change where to receive pension
Currently, there are 3 ways for employees who are receiving pensions to change their monthly pension receipt according to their new residential address, specifically:
Method 1: Change the place to receive pension directly at the social insurance agency
The employee submits the Application Form 14-HSB to the social insurance agency where the pension payment is being processed.
Submission form :
- Submit directly to the one-stop section of the social insurance agency.
- Submit via public postal service.
Time limit for settlement : Implement immediately when the social insurance agency receives the dossier.
Method 2: Change the place to receive pension with VssID
To do this, pensioners are required to have an electronic transaction account with the social insurance agency. The steps are as follows:
Step 1: Log in to your VssID account.
Step 2: Select Public Service .
Step 3: Choose the service Relocating to enjoy pensions and social insurance benefits .
Step 4: Fill in the information about the new residential address and press Submit .
Option 3: Change the place to receive pension at the Public Service Portal of Vietnam Social Security
Similar to method 2, method 3 also requires an electronic transaction account with the social insurance agency. Once you have an account, follow these steps:
Step 1: Log in to your account at: https://dichvucong.baohiemxahoi.gov.vn/#/index .
Step 2: Select Declare profile .
Step 3: Select the procedure "Solving the transfer to another location for people who are enjoying their monthly pension or social insurance allowance and who are waiting for their monthly pension or allowance" .
Step 4: Fill in information about the new place of residence.
Step 5: Enter the verification code and press Confirm .
