The Ministry of Finance is drafting a Circular stipulating the rates of collection, policies on collection, remittance, management, and usage of fees for the appraisal of business conditions for occupational safety technical inspection services, safety training, and occupational hygiene.

Public service providers and enterprises, when applying for the issuance, reissuance, or extension of the Certificate of Eligibility for Technical Safety Inspection Services; and the Certificate of Eligibility for Safety Training Services, must pay an appraisal fee. To be specific:
- Appraisal fees for eligibility to operate technical safety inspection services
- The appraisal fee for eligibility to operate technical safety inspection services when issuing or extending the Certificate of Eligibility for Technical Safety Inspection Services is 16,000,000 VND/time;- The appraisal fee for eligibility to operate technical safety inspection services when reissuing the Certificate of Eligibility for Technical Safety Inspection Services in case of adding operational fields is 5,500,000 VND/time.
- Appraisal fees for eligibility to operate safety training services
- The appraisal fee for eligibility to operate safety training services collected by the Ministry of Labor, Invalids, and Social Affairs:- The appraisal fee for eligibility to operate safety training services when issuing or extending the Certificate of Eligibility for Safety Training Services is 21,500,000 VND/time;- The appraisal fee for eligibility to operate safety training services when reissuing the Certificate of Eligibility for Safety Training Services in case of adding operational fields is 7,000,000 VND/time.- The appraisal fee for eligibility to operate safety training services collected by the Department of Labor, Invalids, and Social Affairs:- The appraisal fee for eligibility to operate safety training services when issuing or extending the Certificate of Eligibility for Safety Training Services is 1,300,000 VND/time;- The appraisal fee for eligibility to operate safety training services when reissuing the Certificate of Eligibility for Safety Training Services in case of adding operational fields is 550,000 VND/time.
In case the draft is approved, the Circular will take effect from January 1, 2017. At the same time, it will repeal Circular 73/2014/TT-BTC on the collection, payment, management, and use of inspection fees for machinery, equipment, and materials subject to strict safety requirements; and the appraisal fee for inspection activities and the fee for issuing the Certificate of Eligibility for Technical Safety Inspection Services.
