Allowance for non-specialist officials in villages and hamlets of Vietnam

There are many non-specialist officials in villages, hamlets and sub-quarters. However, only the following 03 positions are entitled to a monthly allowance in Vietnam

Decree 34/2019/ND-CP stipulates that non-specialist officials in villages and sub-quarter with no more than 03 people are entitled to a monthly allowance from the state budget and only applies to the following positions in Vietnam:

- Cell's secretary;

- Head of the village or the leader of sub-quarter;

- Head of the Front Working Committee.

Persons who participate in work in villages and sub-quarter apart from the three positions mentioned above are not entitled to monthly allowances but are entitled to fostering when they directly participate in the work of villages and sub-quarter from union fees and contracted membership fees to employees. unions and from other funds (if any).

Regarding the level of allowance, the state budget implements an allowance fund equal to 3.0 times the base salary to pay monthly for non-specialist officials in each village, sub-quarter.

Particularly for villages with 350 households or more, villages in key communes, complex in terms of security and order according to decisions of competent agencies; Villages in border or island communes are entitled to an allowance fund equal to 5.0 times the base salary.

Based on the allowance fund specified in this Clause and based on the characteristics of each commune level, management requirements, regular expenditure ratio of the commune level and local budget revenues, the People's Committee of the province shall submit to the People's Council a regulation on allowance levels for each title, allowances for concurrently holding positions for non-specialist officials and levels of fostering for people directly involved in the work of villages and sub-quarter.

Thus, the level of allowances for non-specialist officials in villages, hamlets and sub-quarter will be guided differently by each locality.

For example: According to Resolution 02/2020/NQ-HDND, the allowance levels for non-specialist officials in villages and sub-quarter in Quang Nam province, Vietnam are as follows:

- 2,473,400 VND/month for villages with 350 households or more; villages in key communes, complex in terms of security and order according to decisions of competent agencies; villages in border or island communes.

- 1,490,000 VND/month for the remaining villages and sub-quarter.
