Continuing from Part 1, THU KY LUAT introduces the remaining regulations regarding salaries and allowances for teachers in this article.
5. Allowance for Practical Teachers (Circular 22/2017/TT-BLDTBXH)
- Subjects of Application:
+ Integrated teachers; practical teachers with one of the following titles, certificates, or higher: Meritorious Artisan, National Level 4 Vocational Skill Certification, 5/6, 6/7 level certificate issued by competent authorities as per the law.
+ Teachers responsible for, or not primarily responsible for, teaching disabled students.
+ Teachers of practical or integrated heavy, hazardous, and dangerous occupations.
- Calculation Method:
Special Allowance = {[Salary coefficient by rank, grade, level + leadership position allowance coefficient, seniority allowance beyond the frame (if any) currently enjoyed] x Statutory pay rate} / (Teaching hour norm of teachers per year / 12 months) x Actual integrated teaching hours, practical teaching hours in the month x 10%.
6. Attraction Allowance (According to the regulations in Decree 116/2010/ND-CP):
Applicable to teachers working in areas with especially difficult socio-economic conditions.
These teachers are entitled to an attraction allowance equal to 70% of the current monthly salary, including: position salary, rank, level or rank allowances and leadership position allowances, seniority allowances, if any.

7. Long-term Service Allowance in Areas with Especially Difficult Socio-economic Conditions (According to the regulations in Decree 116/2010/ND-CP):
Teachers working in areas with especially difficult socio-economic conditions are entitled to a monthly allowance calculated based on the actual working time in areas with especially difficult socio-economic conditions, and cumulative intermittent periods as follows:
- Level 0.5 compared to the general minimum wage for those with actual working time in areas with especially difficult socio-economic conditions from 5 years to less than 10 years;
- Level 0.7 compared to the general minimum wage for those with actual working time in areas with especially difficult socio-economic conditions from 10 years to less than 15 years;
- Level 1.0 compared to the general minimum wage for those with actual working time in areas with especially difficult socio-economic conditions from 15 years or more.
8. Initial Allowance and Relocation Allowance (According to the regulations in Decree 116/2010/ND-CP):
Teachers working in areas with especially difficult socio-economic conditions for 3 years or more for females and 5 years or more for males, are entitled to the following allowances:
- Initial allowance equal to 10 months of the general minimum wage;
- In cases where the family moves together, in addition to the initial allowance, they are entitled to travel and luggage costs for family members and a relocation allowance equal to 12 months of the general minimum wage for the entire household.
