According to the current regulations at Article 81 of the Education Law 2005, amended in 2009, teachers are entitled to salary, professional preferential allowances, seniority allowances, and other allowances as stipulated by the Government of Vietnam.
1. Salary:
- For tenured teachers, the regulations outlined in Decree 204/2004/ND-CP are applied. The salary of tenured teachers is calculated using the following formula:
Current Salary = Current General Minimum Salary x Current Salary Ratio
Accordingly, the current general minimum salary is 1,300,000 VND (Decree 47/2017/ND-CP)
- For contracted teachers, the current administrative salary scale is applied to determine the salary according to their grade and for performing the tasks mentioned in Article 1 of Decree No. 68/2000/ND-CP (Circular 15/2001/TT-BTCCBCP)

2. Professional Preferential Allowance:
For teachers who have been transferred, salary classified according to Decree 204/2004/ND-CP under the public employee grades in the education and training sector (as stipulated in Article 1 of Decision 244/2005/QD-TTg).
The preferential allowance rates are 25%, 30%, 35%, 40%, 45%, 50% depending on the respective workplace. More details can be found in Clause 1, Article 2 of Decision 244/2005/QD-TTg.
3. Responsibility Allowance, Preferential Allowance for Teachers Dedicated to Teaching Disabled Persons (Circular 22/2017/TT-BLDTBXH)
Depending on the nature of the job, the level of allowance varies according to Clause 1, 3, Article 8 of Decree 113/2015/ND-CP.
- Method of calculating the responsibility allowance:
Responsibility Allowance = Applicable Responsibility Allowance x Statutory Pay Rate.
- Method of calculating the preferential allowance:
Preferential Allowance = [Current Salary Coefficient by Rank, Grade + Leadership Position Allowance Coefficient, Seniority Allowance beyond the framework (if any)] x Statutory Pay Rate x Applicable Preferential Allowance Rate.
4. Responsibility Allowance, Preferential Allowance for Part-Time Teachers Instructing Disabled Persons (Circular 22/2017/TT-BLDTBXH)
Depending on the nature of the job, the responsibility allowance and preferential allowance for part-time teachers instructing disabled persons vary according to Clause 2, 4, Article 8 of Decree 113/2015/ND-CP.
- Method of calculating the responsibility allowance:
Responsibility Allowance = (Applicable Responsibility Allowance x Statutory Pay Rate) / (Teaching Hours Standard of the Teacher in a Year / 12 months) x Actual Teaching Hours for Disabled Persons in the Month.
- Method of calculating the preferential allowance:
Preferential Allowance = {[Salary Coefficient by Rank, Grade + Leadership Position Allowance Coefficient, Seniority Allowance beyond the framework (if any)] x Statutory Pay Rate}/ (Teaching Hours Standard of the Teacher in a Year / 12 months) x Actual Teaching Hours for Disabled Persons in the Month x Preferential Allowance Rate.
