Who can receive Covid-19 support for the 3rd phase in Ho Chi Minh City?

Ho Chi Minh City Department of Labor, Invalids and Social Affairs has just released Official Dispatch 30674/SLDTBXH-LD requesting the Chairman of the People's Committee of Thu Duc district and city to direct the Chairman of the People's Committee of the commune, ward and township to quickly review and make a list of comments for approval of people in really difficult circumstances due to the impact of the COVID-19 epidemic in communes, wards and townships to implement the 3rd phase of support policy as follows:

(1)  Members of poor households, near-poor households, and people entitled to monthly social allowance in the community have really difficult circumstances.

(2)  Employees with really difficult circumstances who lose their jobs and have no income during the time of social distancing (including the workers who are in concentrated isolation, being treated for illness, etc.).

(3)  Subject's dependents (2) include: father, mother, spouse and children who are housewives or are unable to work or live dependent in the same household present in the commune, wards and towns at the time of survey and make a list (including the case of people in concentrated isolation, being treated...).

(4)  People who temporarily stay in hostels, accommodation areas, poor labor areas, poor hamlets, have really difficult circumstances during the time the City implements the distance, and are present in the commune, ward, town.

Note:  Not supported for the following cases: people being on pension, people participating in social insurance and enterprises paid salaries in August 2021.

Specifically, the way to review and make a list for approval is as follows:

The People's Committees of communes, wards and townships review and make a list of people with really difficult circumstances that are eligible to send to the People's Committees of districts, districts and Thu Duc city in the following order:

Step 1:

- Establishing a Working Group to implement support policies in neighborhoods and hamlets, composed of People's Committee officers of communes, wards and townships; Regional police; Area captains, heads of executive boards of neighborhoods and hamlets; Head of the Residential Group; representatives of the Fatherland Front, mass organizations in the neighborhood, hamlet and other sectors (if any). The task of the Working Group is to check, review and compare the prescribed criteria to identify people with really difficult circumstances (according to the attached Form 2), and to organize comments and reviews to agree on the proposal of the Working Group. Then, they send all the minutes of the meeting with the list to the Chairman of the People's Committee of the commune, ward or township.

Note:  Not counting the cases of returning home or living in other localities.

- In addition, the Working Group has the task of directly receiving people's opinions, answering questions for the people, synthesizing opinions and reporting to the Party Committee and administration at the same level for consideration and explanation; publicising the list of support and providing support to the people after being approved by the competent authority as soon as possible.

Step 2:

- After receiving the minutes of the Working Group, the Chairman of the People's Committee of the commune, ward or township shall establish a Council for consideration and approval at the commune level, composed of Chairman and Vice Chairman of the People's Committee of the commune; Officer in charge of labor; Commune police chief; Ward Team Leader, Regional Police; Area captains, heads of executive boards of neighborhoods and hamlets; Head of the Residential Group; Fatherland Front and mass organizations of communes, wards and townships.

- The commune-level approval council holds a meeting, considers, approves, takes responsibility for the legality and accuracy of each object, and makes a list of people with really difficult circumstances eligible for support (check the list of the social insurance agency to exclude those who are receiving pensions, those paying social insurance and the business category that pay salaries in August 2021), closing the list and send it to the People's Committees of districts and Thu Duc city for appraisal and approval under regulations.

Note: If the support conditions are not met, the People's Committees of communes, wards and townships shall record in the minutes and direct the working group in the neighborhood or hamlet to inform and clearly state the reason for the people to know.

Step 3:

- People's Committees of districts and Thu Duc city appraise and approve the list and support funding. Directing the People's Committees of communes, wards and townships to provide support according to regulations, ensuring the right objects and policies.

- People's Committees of districts, towns and cities of Thu Duc direct the People's Committees of communes, wards and townships to make public announcements to the population community, to publicly post them at the headquarters of the People's Committees of communes, wards, townships, residential areas and residential groups (if any), the website of the commune, ward or township (if any).
