Where Do Units Under the Ministry of National Defense Receive Citizens?

This content is regulated by Circular 59/2016/TT-BQP issued by the Ministry of National Defense on April 21, 2016, specifically stipulating the reception of citizens within the Ministry of National Defense.

Circular 59 stipulates the citizen reception offices of agencies and units under the Ministry of Defense (MOD) as follows:

- The citizen reception offices of military regions, arms, Command of the Border Guard, General Department II, Command of the Capital Hanoi, Command of Ho Chi Minh City, Command of the Coast Guard, army corps, brigades, branches, academies, schools, corporations, general companies, Provincial Military Command and Provincial Border Guard Command, city directly under the Central Government are the places for receiving citizens of the heads of agencies and units and the agencies tasked with citizen reception; arranged with dedicated officers and staff for citizen reception; managed by the corresponding inspection agency; under the direct command of the heads of agencies and units.

- The citizen reception points of divisions, regiments, and equivalents; Border Guard stations at border gates, Coast Guard squadrons stationed independently, and Military Command of districts, district-level towns, and cities directly under the province are to be combined with the duty rooms and managed by the corresponding political agencies (arranged with part-time officers for citizen reception from the political agencies); under the direct leadership and command of the unit's party committee and command. When citizens come to file complaints, denunciations, petitions, or reflections, the duty room is responsible for notifying the political agencies and commanders; the political agencies will cooperate with the relevant functional agencies to assist the commands in receiving citizens according to the provisions of the law.

- The citizen reception offices of the Military Courts, Military Procuracies, Military Criminal Investigation, and Military Enforcement agencies at all levels in the Army are arranged by the heads of the agencies in accordance with the law and the specialized regulations.
