2. Tasks and powers of the Vietnam Elderly Association
Tasks and powers of the Vietnam Elderly Association according to Articles 7 and 8 of the Charter issued together with Decision 972/QD-BNV dated March 24, 2017 are as follows:
2.1. Tasks of the Vietnam Elderly Association
- To perform the tasks specified in Article 27 of the Law on Elderly, including:
+ To gather, unite, and encourage the elderly to participate in the activities of the Elderly Association, contributing to the implementation of socio-economic - cultural programs; educate the younger generation, build a civilized lifestyle, cultural family, maintain political security, social order and safety, build and defend the Fatherland;
+ To act as the core in the movement of the whole people to care for, nurture, and promote the role of the elderly;
+ To protect the legitimate rights and interests of elderly members;
+ To study the legitimate needs and aspirations of the elderly and propose them to competent state agencies;
+ To represent the elderly in Vietnam, participate in international organizations and people's external activities for the benefit of the Fatherland and the elderly.
- To participate in the construction and protection of social order and safety; participate in the implementation of action month for the elderly in Vietnam.
- To perform other duties as prescribed by law.
2.2. Powers of Vietnam Association of Elderly
- Join with the Party and State in formulating mechanisms and policies directly related to the elderly and implementing the Constitution and the Law on Elderly.
- Participating in the implementation of a number of activities and services in the field of operation of the Association in accordance with the law.

3. Regulations on the organization of the Vietnam Elderly Association
Regulations on the organization of the Vietnam Elderly Association according to Article 12 of the Charter issued together with Decision 972/QD-BNV dated March 24, 2017 are as follows:
- Vietnam Elderly Association:
+ National congress of delegates;
+ Executive Committee;
+ Inspection Committee;
+ Standing Committee.
+ Offices of professional departments and legal entities of the Association.
- In provinces and cities directly under the Central Government (collectively referred to as provinces) and in urban districts, rural districts, towns, and cities (collectively referred to as districts) under provinces:
+ Representative Board of the Provincial and District Elderly Association;
+ Provincial and District Elderly Associations (pilot model) in 13 provinces.
- Association of the Elderly in communes, wards, and townships (collectively referred to as grassroots).
- Elderly people's branches and associations belonging to grassroots Elderly Associations in hamlets, hamlets, villages, phum, squirrels, residential quarters, residential areas, or equivalent.
4. Regulations on the Executive Committee of the Vietnam Elderly Association
According to Article 14 of the Charter issued together with Decision 972/QD-BNV dated March 24, 2017, the Executive Board of the Vietnam Elderly Association is as follows:
- The Executive Committee of the Vietnam Elderly Association is elected by the Congress of the Democratic Consultative Conference. The number of Executive Committee members shall be decided by the General Meeting.
