1. What is the title of Cultural Family?
According to Clause 3, Article 20 of the Law on Emulation and Commendation 2003 (amended 2005, 2013), the emulation title for households is the "Cultured Family."
Specifically, emulation titles mean the forms of recognition, praise and honoring of individuals and collectives that have recorded achievements in emulation movements.

2. Criteria for the title of Cultural Family in Vietnam
To achieve the title of Cultural family, the households in Vietnam must meet the following criteria:
- Be exemplary in adhering to the party's guidelines and policies, as well as state laws; actively participate in local emulation movements, including the following criteria:
+ Family members follow the law's provisions; they are not disciplined at work or school;
+ Following the conventions of the community where they reside;
+ Hanging the national flag during national holidays and political events as prescribed;
+ Participating in one of the cultural or artistic activities in the place of residence; regularly practicing physical exercises and sports;
+ Carrying out a civilized lifestyle in weddings, funerals, and festivals according to regulations
+ Participating in the protection of historical and cultural relics, scenic spots, and natural landscapes of the locality;
+ Complying with regulations on environmental sanitation, dumping garbage and waste on time and in the right place;
Participating fully in charitable and humanitarian movements, gratitude and gratitude, study promotion, and talent promotion; taking part in community activities in the place of residence
+ Not violating regulations on food hygiene, safety, and disease prevention;
+ Not violating fire prevention and fighting regulations;
+ Not violating the law on traffic order and safety by, for example, encroaching on the roadway, sidewalk, or participating in traffic in contravention of regulations.
- Family harmony, happiness, and progress; mutual assistance to help people in the community, including the following criteria:
+ Grandparents, fathers, mothers, and family members are cared for and nurtured;
+ Having a voluntary, progressive, monogamous, equal, harmonious, and faithful marriage;
+ Adequately implementing population policy; ensuring gender equality.
+ Family members have health insurance and receive medical care.
+ Family members have a healthy, civilized lifestyle and behave with culture in the family, community, and society;
+ Support and help people in the community in times of difficulty and distress.
- Organize labor, production, business, work, and study to achieve productivity, quality, and efficiency, including the following criteria:
+ Having stable and developed family economy based on legal sources of income;
+ Participating in socio-economic, cultural, and social development programs and plans organized by the locality;
+ People of working age who are actively employed and earn a legitimate living;
+ Children of school age can go to school;
+ Using clean water;
+ Having sanitary auxiliary works;
+ Having means of hearing, seeing, and regularly accessing economic, cultural, and social information.

3. Cases ineligible for the title of Cultural Family in Vietnam
According to Article 7 of Decree 122/2018/ND-CP, if a family member commits one of the following violations, that household will not be considered for the title of Cultural Family:
- Being investigated for criminal liability or subjected to administrative handling measures in accordance with the Law on Handling Administrative Violations.
- Failure to fulfill military service and tax payment obligations
- Being penalized for administrative violations in the construction, fire prevention, fire fighting, and environmental protection fields.
- Having a consanguineous or child marriage.
- Having domestic violence that is administratively sanctioned
- Engage in socially negative acts, drugs, prostitution, theft, organizing gambling, or gambling.
- Participating in mass gatherings that cause insecurity and social safety
