1. What is the standard?

According to Clause 1, Article 3 of the Law on Standards and Technical Regulations 2006, standard means regulation on technical characteristics and management requirements used as standard for classifying and appraising products, goods, services, processes, the environment and other objects in socio-economic activities with a view to improving the quality and effectiveness of these objects.

Specifically, the Vietnamese system of standards and standard symbols consists of:

- National standards, symbolized by TCVN;

- Manufacturer standards, symbolized by TCCS.

A standard shall be published in a written form by an organization for voluntary application.

2. Grounds for standard formulation in Vietnam

Standards are developed based on one or more of the bases specified in Article 13 of the Law on Standards and Technical Regulations 2006, specifically as follows:

-  International, regional and foreign standards;

- Scientific and technological research results, technical advances;

- Practical experience;

- Results of evaluation, assay, testing, checking and inspection.

3. Types of standards in Vietnam

Specifically, in Article 12 of the Law on Standards and Technical Regulations 2006, the current types of standards in Vietnam include:

- Fundamental standards stipulate characteristics and requirements of general application on a large scale or contain general requirements for a particular domain.

- Terminology standards stipulate names and definitions for objects of activities in the domain of standard.

- Technical requirement standards stipulate levels, criteria and requirements for objects of activities in the domain of standard.

- Testing method standards stipulate methods of sampling, methods of measurement, methods of identification, methods of analysis, methods of checking, methods of assay and methods of inspection of levels, criteria and requirements for objects of activities in the domain of standard.

- Labeling, packing, transportation and preservation standards stipulate requirements on labeling, packing, transportation and preservation of products and goods.

4. Subjects to activities in the field of standards in Vietnam

Subjects of activities in the field of standards are specified in Article 2 of Decree 127/2007/ND-CP, specifically as follows:

- Products and goods produced for domestic use; exported products, goods; imported products and goods;

- Services related to the following activities: trade; post and telecommunications; information technology; construction; education; training; labor, vocational training; finance, banking; healthcare; tourism; culture, recreation; fitness, sports; traffic, transport; science, technology; standardization, metrology, quality; security and safety, agriculture and rural development; fishery; natural resources and environment; other services incurred in the process of economic - social development should be developed and applied standards, technical regulations;

- The process of manufacture, mining, processing, storage, transportation, use, operation, warranty, maintenance, recycling and disposal, quality management of products, commodities and other processes in economic - social activity should be developed and applied standards, technical regulations;

- Environment of soil, water, air; noise, vibration, radiation, radioactive; solid waste, wastewater, waste gas; means, tools and management activities, environmental protection and preservation;

- Other subjects in economic - social activity should be developed and applied standards, technical regulations.

5. State policy on development of activities in the field of standards in Vietnam

State policies on development of activities in the domain of standard and the domain of technical regulation:

- To attach importance to investment in building material-technical foundations and training human resources for the state management of activities in the domain of standard and the domain of technical regulation.

- To support and promote scientific research and application and technological development in service of activities in the domain of standard and the domain of technical regulation.

- To encourage domestic and foreign organizations and individuals as well as overseas Vietnamese to participate in formulating and applying standards and technical regulations, invest in developing activities in the domain of standard and the domain of technical regulation in Vietnam, and training in standard and technical regulation knowledge for econo-technical branches.
