1. What is Red Cross Activity?

Red Cross activities are community-based humanitarian activities carried out by the Red Cross or in collaboration with organizations and individuals to provide emergency relief and humanitarian assistance; health care; first aid, humane blood donation, tissue donation, human organ donation, and body donation; search for information on relatives lost due to war, natural disaster, or disaster; propagate humanitarian values; and participate in disaster prevention and response.

(Article 2 of the Law on Red Cross Activities 2008)

2. 07 Vietnam Red Cross activities in Vietnam

(1) Red Cross activities regarding emergency relief and humanitarian assistance in Vietnam

- Red Cross activities on emergency relief are activities of timely and direct support for victims of wars, natural disasters, epidemics, fires, traffic accidents, and other accidents and disasters, including:

+ Relief in kind and in money to help overcome initial difficulties;

+ Mental encouragement, psychological support.

- Red Cross activities on humanitarian aid mean activities to assist disabled people, helpless elderly people, orphans, and people with other extremely difficult circumstances, including:

+ Support money, means, and effort;

+ Financial support for vocational training and job creation;

+ Financial support for medical examination, treatment, and functional rehabilitation;

+ Other help.

- Emergency relief and humanitarian assistance ensure the principle of prioritizing the most difficult places and subjects and are implemented as follows:

+ In case of emergency relief, money and kind shall be provided immediately and directly to the subjects specified in Clause 1 of this Article;

+ In the case of humanitarian aid, the recipients of relief money and artifacts shall be determined on the basis of public and democratic comments of the community and the certifications of the People's Committees of communes, wards, and townships (hereinafter referred to as commune level) or social protection establishments where the subject is being raised.

(2) Red Cross activities regarding health care in Vietnam 

Health care Red Cross activities are activities that contribute to the protection and improvement of people's health, and participate in disease prevention and control, including:

- Propagating and disseminating knowledge about health care; mobilizing, guiding, and supporting people to take health care measures for themselves, their families, and the community;

- Organizing forces, conducting training, training and fostering members and volunteers with knowledge, skills, and methods to carry out health care activities;

- Participating in disease prevention and control;

- Organizing humanitarian medical examination and treatment establishments, mobile medical examination and treatment forms in accordance with law.

(3) Red Cross activities regarding first aid in Vietnam 

Red Cross activities on first aid are first aid activities for victims of wars, natural disasters, epidemics, fires, traffic accidents, and other accidents and disasters, including:

- Organizing first aid on the spot, promptly bring the victim to a medical facility, and notify the family, agency, or organization where the victim works or the People's Committee of the commune where the victim resides.

- Organizing forces, conducting training, coaching, and fostering members and volunteers with skills and first aid methods;

- Organizing first-aid points and stations in places where accidents often occur and providing first-aid tools.

(4) Red Cross activities regarding blood donation, human tissue donation, organ donation, and body donation in Vietnam 

- Red Cross activities on humanitarian blood donation are activities that contribute to meeting the blood demand for medical treatment, including:

+ Propagating and mobilizing blood donation;

+ Organizing forces and blood donation establishments;

+ Organizing blood donations;

+ Receiving blood, blood products from organizations and individuals;

+ Coordinating with the health sector in testing and preserving blood and blood products in accordance with technical procedures.

- Red Cross activities on tissue and organ donation and body donation are propaganda activities about the meaning and humanitarian purposes of tissue and body donation.

(5) Red Cross treatment activities regarding finding information about relatives lost due to war, natural disaster in Vietnam 

Red Cross activities regarding finding information about relatives lost due to wars, natural disasters are activities of providing information about identity; or supporting the meeting and reunion of individuals and families lost due to wars, natural disasters at home and abroad, including: 

- Disseminating information about the purpose, meaning, and scope of Red Cross activities related to finding information about relatives;

- Collecting, processing, and supporting the exchange of information related to relatives of individuals and families who need to find information in case normal communication channels are interrupted;

- Counseling, guiding, supporting, and helping individuals, families, and their relatives in contacting and carrying out necessary procedures for early meeting and family reunification.

(6) Red Cross activities regarding propagating humanitarian values in Vietnam 

Red Cross activities on propagating humanitarian values are activities to raise awareness among organizations and individuals about the following contents:

- Purpose, meaning, and content of Red Cross activities; the tradition of compassion, love for people, the spirit of solidarity of the Vietnamese nation;

- State policies and laws on Red Cross activities;

- International humanitarian law, the basic principles of the International Red Cross and Red Crescent Movement, and other international treaties on humanitarian activities to which the Socialist Republic of Vietnam is a signatory.

(7) Red Cross activities regarding disaster prevention and response in Vietnam 

Red Cross activities on disaster prevention and response are activities that contribute to reducing the risk of disasters and loss of life and property when a disaster occurs, including:

- Propagating and disseminating knowledge and skills for Red Cross members, volunteers, and the public on disaster prevention and response;

- Organizing forces, means, and other material conditions to participate in disaster prevention and response;

- Participating in the organization of evacuation, relocation, people's protection, the rescue of victims, and community-based recovery activities after disasters.
