Regarding this matter, LawNet would like to answer as follows: 

Based on Circular 20/2018/TT-BYT, voluntary blood donors are entitled to the following support:

1. Meal expenses

The maximum average cost for on-site meals for voluntary blood donors is 30,000 VND/person/donation.

Note: Blood supply establishments are responsible for organizing and publicly providing on-site meals for blood donors before and after blood donation.

2. Medical examination and treatment goods/services

- Voluntary whole blood donors can choose to receive gifts in the form of goods or services for medical examination and treatment with a minimum value as follows:

+ One unit of blood volume 250 ml: 100,000 VND;

+ One unit of blood volume 350 ml: 150,000 VND;

+ One unit of blood volume 450 ml: 180,000 VND.

- Voluntary blood component donors can choose to receive gifts in the form of goods or services for medical examination and treatment with a minimum value as follows:

+ One unit of blood component volume from 250 to 400 ml: 150,000 VND;

+ One unit of blood component volume from over 400 to 500 ml: 200,000 VND;

+ One unit of blood component volume from over 500 to 650 ml: 250,000 VND.

3. Travel expenses

Support for travel expenses for voluntary blood donors: The maximum average cost is 50,000 VND/person/donation.

4. Blood and blood components reimbursement

In addition to the aforementioned expenses that voluntary blood donors are entitled to, Circular 182/2009/TT-BTC stipulates that voluntary blood donors are also entitled to blood and blood component reimbursement, specifically as follows:

- In cases where voluntary blood donors need blood transfusion at public healthcare facilities, they are exempted from paying for the blood and blood components up to the amount of blood and blood components donated according to the Certificate of Voluntary Blood Donation.

- In cases where patients participate in health insurance, the Social Insurance Agency is responsible for paying for this expense to public healthcare facilities.

- In cases where patients have not participated in health insurance, the state budget allocates this expense to public healthcare facilities according to the current state budget management hierarchy.
