Pursuant to Article 6 of the Charter issued together with Decision 584/QD-TTg in 2022, which stipulates the powers of the Vietnam Union of Literature and Arts Associations as follows:
- Propagate the principles and operational goals of the Union.
- Representing member organizations in internal and external relations related to the functions and tasks of the Union.
- Protecting the legitimate rights and interests of member organizations in accordance with the Union's principles and purposes as prescribed by law.
- Participating in programs, projects, research topics, consulting, criticism and social assessment of activities in the field of operation of the Union at the request of State agencies. Gather and study opinions and recommendations of member organizations according to the functions, tasks and powers of the Union to participate in the country's economic, cultural and social development programs in accordance with regulations. provisions of the law.
- Contributing ideas and recommendations to the Party and State agencies in the development of guidelines, mechanisms, policies and laws for the field of literature and art as well as for artists and literature in order to develop. literary and artistic career, protecting political interests and legal professions of member organizations. To give opinions on legal documents related to the activities of the Union in accordance with the law. To propose to competent state agencies on issues related to the development of the Union and the field of operation of the Union.
- Coordinate with relevant agencies and organizations to perform the Union's tasks. Coordinating member organizations to speak on important domestic and international political and social events related to the Union's field of operation, in accordance with law. Coordinate with member organizations to discover, foster and help literary and artistic talents. Paying attention to fostering young and talented talents from ethnic minorities, creating favorable conditions for elderly writers and artists to promote their creative abilities.
- To establish organizations with legal status under the Union in accordance with the field of operation, principles, purposes and according to the provisions of law.
- To receive legal contributions, supports and sponsorships from domestic and foreign organizations and individuals in accordance with the provisions of law. To receive financial support from the State for activities associated with the tasks assigned by the State.
- Equal relations and cooperation with respective literary and art organizations in countries and territories in every continent in the world in order to contribute to helping and cooperating with Vietnamese communities in the country. in addition to the Fatherland in terms of national literary and artistic activities in accordance with the provisions of Vietnamese law and international practices to which Vietnam is a member.
- Consult with Party committees, local authorities and provincial Literature and Art Associations on the situation of the movement, direction, organization and gathering of a contingent of artists and writers in order to develop culture - culture local art, the development direction of local art and literature. Coordinate with member organizations to propose to state agencies to gradually improve the material and spiritual life conditions for artists and artists.
- Organize literary and artistic activities within their competence according to the provisions of law.
