What are duties of the Chief Justice and Deputy Chief Justices of the Supreme People's Court of Vietnam?

According to Decision 1279/QD-TANDTC dated August 04, 2017, the duties of the Chief Justice and Deputy Chief Justices of the Supreme People's Court in Vietnam are specifically stipulated as follows:

1. Chief Justice
Nguyen Hoa Binh
- Serving as the Secretary of the Communist Party Committee, providing overall direction and being accountable to the Politburo, the Secretariat, the National Assembly, the President, and the Communist Party Committee for the activities of the Communist Party Committee of the Supreme People's Court (SPC);

- Overseeing the general activities of the People's Courts and directly supervising the following tasks:

+ Approving and submitting projects, reports, and tasks chaired by the SPC to the Central Committee of the Communist Party, the Politburo, and the Secretariat;

+ Guiding, inspecting, and supervising the legislative work and ensuring the uniform application of the law within the People's Courts;

+ Directly supervising the following units: Department of Organization and Personnel, Department of Planning and Finance, High-level People's Courts in Hanoi, Da Nang, and Ho Chi Minh City; People's Courts of Hanoi and Ho Chi Minh City; Chairman of the Emulation and Reward Council of the People's Courts; Chairman of the National Judge Selection and Supervision Council, and Chairman of the Selection Examination Council for Primary, Intermediate, and Senior Judges;

+ Participating as a member of the councils, subcommittees, and Steering Committees of the Communist Party and the State in specific fields as assigned by the Central Committee of the Communist Party, the Politburo, and the Secretariat.
2. Deputy Chief Justice
Le Hong Quang
- Serving as the Deputy Secretary of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC; acting on behalf of the Secretary to manage the general work of the Committee when the Secretary is absent; cooperate with the Communist Party Committee of the SPC in implementing Coordination Regulation No. 79/BCS dated October 29, 2007, of the Communist Party Committee of the SPC;

- Assisting the Chief Justice in charge of commercial, labor cases, and monitoring office activities;

- Directly supervising the following units: Office, Department of Synthesis, and Southern Service Department;

- Assisting the Chief Justice in monitoring and urging the activities of the People's Courts in the provinces and cities: Long An, Tien Giang, Dong Thap, An Giang, Ben Tre, Vinh Long, Tra Vinh, Soc Trang, Ca Mau, Bac Lieu, Kien Giang, Hau Giang, Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc, Tay Ninh, Dong Nai, Lam Dong, Dak Nong, and Can Tho.

- Performing other tasks assigned by the Chief Justice of the SPC.
3. Deputy Chief Justice
Nguyen Van Thuan
- Serving as a Member of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC;

- Assisting the Chief Justice in charge of administrative, family, and juvenile cases and monitoring emulation, reward, and internal political protection;

- Serving as the Secretary of the Communist Party Committee of the SPC;

- Directly supervising the following units: Department of Supervision and Inspection III, Department of Emulation - Reward, and the Inspection Committee; member of the Selection Examination Council for Primary, Intermediate, and Senior Judges; Head of the Women's Progress Committee of the People's Courts;

- Assisting the Chief Justice in monitoring and urging the activities of the People's Courts in the provinces and cities: Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Gia Lai, Kon Tum, Dak Lak, Phu Yen, Khanh Hoa, and Da Nang;

- Performing other tasks assigned by the Chief Justice of the SPC.
4. Deputy Chief Justice
Nguyen Thuy Hien
- Serving as a Member of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC;

- Assisting the Chief Justice in charge of civil cases; monitoring international relations and information and communications;

- Directly supervising the following units: Department of Supervision and Inspection II, Justice Newspaper, Justice Journal, Department of International Cooperation; Head of the Management Board and Use of the People's Court Support Fund; President of the Trade Union of the SPC;

- Assisting the Chief Justice in monitoring and urging the activities of the People's Courts in the provinces and cities: Hai Duong, Hung Yen, Ha Nam, Bac Ninh, Vinh Phuc, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Hai Phong;

- Performing other tasks assigned by the Chief Justice of the SPC.
5. Deputy Chief Justice
Nguyen Van Hanh
- Serving as a Member of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC;

- Serving as the Chief Justice of the Central Military Court;

- Assisting the Chief Justice in charge of the Central Military Court and monitoring the activities of the Military Courts; Member of the National Judge Selection and Supervision Council;

- Assisting the Chief Justice in monitoring and urging the activities of the Military Courts;

- Performing other tasks assigned by the Chief Justice of the SPC.
6. Deputy Chief Justice
Nguyen Tri Tue
- Serving as a Member of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC;

- Assisting the Chief Justice in charge of criminal cases; monitoring the fields of training, staff development, legal affairs, and scientific research.

- Directly supervising the following units: Serving as the Director of the Judicial Academy, Department of Supervision and Inspection I, Department of Legal Affairs and Scientific Management; President of the Veterans Association of the SPC; Chief Commander of the Military Command of the SPC;

- Assisting the Chief Justice in monitoring and urging the activities of the People's Courts in the provinces: Ha Giang, Tuyen Quang, Cao Bang, Bac Kan, Hoa Binh, Lai Chau, Dien Bien, Son La, Lang Son, Lao Cai, Yen Bai, Thai Nguyen, Bac Giang, Phu Tho;

- Performing other tasks assigned by the Chief Justice of the SPC.
7. Director of the Department of Organization - Personnel
Tran Anh Tuan
- Serving as a Member of the Communist Party Committee according to the Regulation on the responsibilities, tasks, powers, and working methods of the Communist Party Committee of the SPC;

- Directly overseeing the Office of the Communist Party Committee of the SPC;

- Performing other tasks assigned by the Chief Justice of the SPC.
