Recently, Lawnet has received numerous inquiries from our Valued Customers and Members regarding enrollment for full-time undergraduate programs in 2021. Specifically, there are many questions about whether non-police personnel will be recruited to the full-time undergraduate programs of People's Public Security in Vietnam from this year. Lawnet will address this issue as follows:
Vietnam: Will non-police personnel be recruited to the full-time undergraduate programs of People's Public Security from this year? (Illustrative image)
In Article 7 of Draft 2 of Circular on recruitment into People's Public Security Force which has been solicited for comments since January 9, 2020, the candidates to be recruited to the full-time undergraduate programs of People's Public Security in Vietnam include:
- Police officers;- Compulsory service soldiers in CAND with a service period of 12 months or more; citizens who have completed the mandatory service in the People's Public Security or military service in the People's Army within no more than 12 months from the date of discharge to the month of pre-qualification (March);- Citizens with permanent residence registration at the locality where the pre-qualification is registered.
Thus, citizens only need to have permanent residence registration at the locality where the pre-qualification is registered to be eligible for applying for regular university education in the People's Public Security.
Specifically, Article 7 of this Draft 2 of Circular stipulates that non-police personnel applying to be recruited to the full-time undergraduate programs of People's Public Security must meet the admission conditions prescribed by the Ministry of Education and Training, and additionally meet the following conditions:
- In the years of high school and equivalent, the academic performance must be average or above (based on the academic transcript), each subject in the combination for admission to the People's Public Security schools must score 6.5 or higher, and other academic conditions per annual regulations of the Ministry of Education and Training, Ministry of Public Security.
- As of the year of application, non-police personnel must not be over 20 years old, except for ethnic minorities who must not be over 22 years old;
- Moral character: In the years of high school and equivalent, conduct must be at least good, unmarried, and without biological children;
- Meet current political standards as prescribed by the Ministry of Public Security;
- Physically fit enough to be recruited into the People's Public Security as per regulations of the Ministry of Public Security:
- Height from 164cm to 195cm for males, from 158cm to 180cm for females;- Body Mass Index (BMI) calculated by weight divided by the square of height must range from 18.5 to 30;- If having refractive errors like myopia or hyperopia, diopters must not exceed 3; vision test through glasses must achieve 10/10, total vision of both eyes must be 19/10 or higher;
- Aptitude: must be able to remain calm, be agile, have good memory, logical thinking, and other qualities (if any) required by specific operational forces in the People's Public Security.
Additionally, according to Clause 3 Article 24 of this Draft 2 of Circular, non-police personnel applying to be recruited to the full-time undergraduate programs of People's Public Security (who already have bachelor's, master's, or doctoral degrees) must take the following subjects through multiple-choice, essay, or other forms:
- Subject 1: Awareness of politics and People's Public Security force;
- Subject 2: Logical thinking and social knowledge;
- Subject 3: Philosophy (for majors in security operations, police operations, Communist Party and state administration building); Mathematics or Chemistry (for majors in Firefighting, Prevention, Rescue); Mathematics (for majors in People's Public Security logistics).
Note: The time for taking the essay paper must not exceed 180 minutes; the time for taking a multiple-choice paper must not exceed 90 minutes; other forms are not limited in duration.
However, Draft 2 of the Circular has not been approved yet, and People's Public Security universities have not finalized the admission plans for 2021. Therefore, whether non-police personnel will be recruited to the full-time undergraduate programs of People's Public Security from this year remains to be officially confirmed by relevant authorities.
