Vietnam: What is online public service level 1, 2, or 3?

Currently, with many administrative procedures, people can easily do it on the online public service portal in Vietnam. When performing these procedures, terms such as: online public service level 1, 2, 3, 4 will appear. So what is online public service at level 1, 2, 3, 4?

1. What is online public service? 

(4) According to Clause 4, Article 3 of Decree 43/2011/ND-CP, online public service is a public administrative service or another service provided by a state agency to organizations and individuals in a network environment.

In there:

Public administrative service mean a not-for-profit service related to law enforcement in the domains managed by a state agency, which is provided by that state agency to organizations and individuals in the form of legally valid papers.

Each public administrative service is associated with an administrative procedure to completely settle a specific issue related to an organization or a person.

- Online public services include level 1, level 2, level 3, and level 4.

2. What is online public service level 1, 2, or 3?

2.1. Level-1 online public service level in Vietnam

Level-1 online public service means a service which provides full information on an administrative procedure and documents related to that procedure;

Level 1 online public services must fully provide the following basic information:

- Name of administrative procedure;

- The procedures of execution;

- How to perform;

- Composition, number of records;

- Deadline for settlement;

- Subjects performing administrative procedures;

- Agencies handling administrative procedures;

- Results of administrative procedures: specify the final results of administrative procedures;

- Information, if any, on application forms, administrative declaration forms, results of administrative procedures, requirements, conditions, charges, and fees;

- Forms of receiving dossiers and returning results (directly, via postal service, or via the network environment);

- Legal documents directly providing for administrative procedures; decisions on the announcement of administrative procedures

2.2. Level-2 online public service level in Vietnam

Level-2 online public service means a level-1 online public service which allows users to download forms of documents and make declarations on those forms to complete dossiers as required. Completed dossiers may be submitted directly or by post to the service provider.

Level 2 online public services must fully meet the following requirements:

- Sufficient basic information, such as level 1 online public services;

- A full range of non-interactive electronic forms and allow users to download and declare their use;

- Records printed from non-interactive electronic forms after declaration according to regulations are accepted as those declared on regular paper forms.

2.3. Level-3 online public service level in Vietnam

Level-3 online public service means a level-2 online public service which allows users to make online declarations on forms of documents and send these forms online lo the service provider. Transactions in the processing of dossiers and provision of the service are made in the network environment. Payment of fees (if any) and notification of results shall be made directly at the service provider.

Level 3 online public services must fully meet the following requirements:

- Requirements of online public service level 2;

- Forms of the service are provided in the form of interactive electronic forms so that users can declare information and provide relevant documents (if any) in the form of electronic files. attach and submit an online application to the service provider;

- Electronic administrative records are arranged, organized, and stored in the database of online public service applications to ensure the ability to process, look up, make statistics, aggregate, connect, and share information with databases of related application systems;

- Transactions in the process of processing records and providing services are performed in the network environment;

- The payment of fees and charges (if any) and receipt of results shall be made directly at the service-providing agency or via the postal service.

2.4. Level-4 online public service level in Vietnam

Level-4 online public service means a level-3 online public service which allows users to make online payment of fees (if any). Results may be notified to users online, directly or by post.

Level 4 online public services must fully meet the following requirements:

- Requirements of online public service level 3;

- Online payment function so that users can immediately pay fees and charges (if any) via the network environment;

- The return of results to the user can be done online, by postal service or in person.

The electronic results of the online public service have the same legal validity as the traditional results according to the regulations on electronic results of the specialized agency.

The return of online results is done according to the agreement of the user and the service provider through one or more of the following methods:

+ Announcement on electronic portals with online public services;

+ Send through the online public service's result return function;

+ Send via email of the user.

It is encouraged to send results through other electronic communication channels such as text messages on mobile phones, online information exchange services.
