1. What is an administrative map?
According to Clause 1, Article 3 of Circular 47/2014/TT-BTNMT, an administrative map is a thematic map with professional elements showing the division of territory and management of administrative units according to the regulations of the State of Vietnam.
2. Types of administrative maps at all levels in Vietnam
Types of administrative maps at all levels according to Article 4 of Circular 47/2014/TT-BTNMT include:
- National administrative map is an administrative map showing the division and administrative management of provinces in the territory of Vietnam, including the mainland, sea, islands, and archipelagoes.
- Administrative map of provinces and centrally run cities (hereinafter referred to as provincial-level administrative maps) is an administrative map showing the division and administrative management of districts and communes within the territory of a province and central cities.
- Administrative map of a district, town, or provincial city (hereinafter referred to as a district-level administrative map) is an administrative map showing the division and administrative management of communes within the territory of a district, town, or provincial city.
- National administrative atlas is an atlas containing a collection of provincial-level administrative maps in the territory of Vietnam of the same size.
- Provincial-level administrative atlas is an atlas containing a collection of district-level administrative maps belonging to a provincial-level administrative unit of the same size.
- District-level administrative atlas is an atlas containing a collection of maps of communes, wards, and townships belonging to a district-level administrative unit of the same size.
3. Content of administrative maps at all levels in Vietnam
The content of administrative maps at all levels is specified in Article 7 of Circular 47/2014/TT-BTNMT including:
- Elements of mathematical basis: Frame in the map; grid of longitude and latitude; coordinate points, national elevation; scale notes, scale ruler.
- Professional factors: National borders and administrative boundaries.
- Geographic background factors: Hydrology; topographic; residential; Socioeconomic; traffic.
- Other factors:
+ Map name;
+ Annotation;
+ Table of population area;
+ Secondary map;
+ Name of the governing body;
+ Name of the mapping unit;
+ Name and origin of the establishment document;
+ Name of publisher and person responsible for publishing;
+ Name of the unit printing the product;
Publishing license information;
+ Copyright;
+ Year of publication.
4. The work of establishing administrative maps at all levels in Vietnam
According to Article 8 of Circular 47/2014/TT-BTNMT stipulating the work of making administrative maps as follows:
- Scientific editing.
- Technical editing.
- Build a digital author.
- Editing and finalizing the author's copy.
- Acceptance testing.
- Packaging and delivery of products.
5. Documents for the establishment of administrative maps at all levels in Vietnam
Documents for the establishment of administrative maps at all levels according to Article 9 of Circular 47/2014/TT-BTNMT are as follows:
- Main document
An administrative map of a locality shall be established on the basis of the administrative boundary map in the administrative boundary dossier of that locality provided by a competent state agency;
- Documents on national borders provided by competent state agencies;
+ National geographic database, national topographic map; current land use databases and maps; cadastral databases and maps provided by competent state agencies;
+Legal documents and documents on the adjustment of administrative boundaries to the time of mapping;
+ International place names; administrative place names; provincial residential, painted, hydrological, and socioeconomic landmarks; and sea, island, and archipelago place names promulgated by the Ministry of Natural Resources and Environment.
- Additional documentation
+ Specialized documents on topography, hydrology, population, traffic, and the economy-society;
+ Additional local maps and statistical documents with content related to the map to be created.
The materials selected are guaranteed to be up-to-date and of a scale equal to or greater than that closest to the scale of the map to be established.
6. New establishment and re-publishing of administrative maps at all levels
In Article 10 of Circular 47/2014/TT-BTNMT, regulations on the new establishment and re-publishing of administrative maps at all levels are as follows:
- Establishing a new administrative map when the administrative unit on the established map has a decision on merger or separation of a competent state agency.
- Re-map the administrative map with corrections:
+ The administrative maps at all levels made by the Ministry of Natural Resources and Environment or implemented by the province must be republished and revised every 5 years;
+ If the administrative map has not yet reached the deadline for periodic re-publishing but there is a 25% or greater change in content, it must be re-published with a map adjustment.
- Re-map the administrative map. It is not correct when there is a need to use it and the map content is still current.
