1. What are tourism resources?

According to Clause 4, Article 3 of the Law on Tourism 2017, tourism resources mean natural landscapes, natural elements and cultural values which are the basis for creation of tourism products, tourism areas, tourist attractions in order to meet tourists’ needs.

2. 02 types of tourism resources under the Law on Tourism

According to Article 15 of the Law on Tourism 2017, 02 types of tourism resources in Vietnam include:

- Natural tourism resources consist of natural landscapes, geology, geomorphology, climate, hydrography, ecosystems and other natural elements which can be used for tourism purposes.

- Cultural tourism resources include cultural, historical, revolutionary, archaeological, and architectural relics; traditional cultural values; festivals, folk literature and other cultural values; creative works by human beings which can be used for tourism purposes.

3. Responsibilities for management, protection and use of tourism resources in Vietnam

- The State shall introduce policies on management, protection, enhancement and proper use of tourism resources and upholding their value nationwide to develop sustainable tourism.

- The Ministry of Culture, Sports and Tourism shall take charge and cooperate with the Ministries, ministerial agencies and the People’s Committees of provinces in the management, protection, enhancement and proper use of tourism resources and upholding of their value.

- Organizations, individuals and local communities managing tourism resources shall be responsible for protecting, investing and enhancing tourism resources, enabling tourists to visit and appreciate tourism resource values; cooperating with a competent tourism authority in protection and use of tourism resources for other economic targets.

- Tourists, organizations and individuals doing tourism business and local communities shall be responsible for protecting tourism resources.

4. Authority and time to surveys tourism resources in Vietnam

-  The Ministry of Culture, Sports and Tourism shall decide on general surveys into tourism resources. According to realistic demand or at the request of the People’s Committee of the province, the Ministry of Culture, Sports and Tourism shall decide on additional surveys to update information concerning tourism resources.

- The Ministry of Culture, Sports and Tourism shall take charge and cooperate with the People’s Committee of the province in deciding on time for carrying out surveys.

5. Contents of a survey into a tourism resource in Vietnam

The basic contents of survey into a tourism resource are specified in Article 4 of Decree 168/2017/ND-CP including:

- General information about a tourism resource: its name, location, scope, area of land, (land with) water surface that is being used, manager and user.

- Current use of the tourism resource.

- Characteristics of the tourism resource.

- Value of the tourism resource.

6. Responsibilities of Ministries, ministerial authorities and People’s Committees of provinces in Vietnam

- The Ministry of Culture, Sports and Tourism shall:

+ Take charge and cooperate with People’s Committees of provinces, relevant Ministries and ministerial authorities in formulating a plan for tourism resource survey in line with targeted tourism development strategy. The survey plan must include all or some of results from the tourism resource survey carried out by the People’s Committee of provinces and regulatory authorities;

+ Cooperate with People’s Committees of provinces in implementing the tourism resource survey plan;

+ Consolidate survey results and survey and categorize tourism resources;

+ Publish and retain results of surveys into, assessment and categorization of tourism resources.

- Ministries and ministerial authorities shall:

+ cooperate with the Ministry of Culture, Sports and Tourism in formulating and implementing the tourism resource survey plan;

+ provide tourism resource data within their competence.

- People’s Committees of provinces shall:

+ Cooperate with the Ministry of Culture, Sports and Tourism, relevant Ministries and ministerial authorities in carrying out surveys into tourism resources according to the survey plan of the Ministry of Culture, Sports and Tourism;

+ Provide tourism resource data within their competence.
