Vietnam: Support 40 million VND/household for houses that completely collapsed or drifted due to natural disasters

This is a notable content of the Resolution No. 165/NQ-CP of Vietnam’s Government on financial support to overcome severe housing damage caused by natural disasters in October 2020 in some localities in the Central and Central Highlands.

According to the Resolution No. 165/NQ-CP, in order to share difficulties, quickly stabilize the lives of people in disaster areas, contribute to stabilizing social order, the Government of Vietnam decided to support households whose houses have fallen, collapsed, drifted, or been severely damaged by natural disasters in October 2020 in some localities in the Central and Central Highlands as follows:

1. Subjects and levels of support

Support households whose houses have collapsed, fallen, drifted or severely damaged due to natural disasters in October 2020 as follows:

- For houses that are completely collapsed or drifted: the central budget supports up to 40 million VND/household;

- For houses that are severely damaged: the central budget supports up to 10 million VND/household;

- Based on the extent of housing damage and the level of support from the central budget, localities actively use their own budgets and mobilize other lawful resources to decide the suitable level of support for households.

2. Scope, principles of support

- Support the Central and Central Highlands provinces severely affected by natural disasters in October 2020, including: Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Gia Lai, Kon Tum in order to promptly remedy damage to people's houses caused by natural disasters, quickly stabilize people's lives, and ensure social order.

- Prioritize spending state budget resources, mainly the central budget, and mobilize other lawful financial sources to support people in building, repairing and renovating collapsed, drifting, severely damaged houses.

- The support must be timely, correct, open and transparent; avoiding policy profiteering; do not support those who voluntarily do not receive support.

- In other localities where people suffer damage to their houses due to natural disasters, support people according to the regime prescribed in Decree No. 136/2013/NĐ-CP of Vietnam’s Government; the central budget shall support these localities according to the provisions of the Prime Minister's Decision on the mechanism and process of providing funding for localities to overcome the consequences of natural disasters.

Besides, chairpersons of provincial People's Committees of localities: Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Gia Lai, Kon Tum are responsible for:

- Organizing the review, statistics and classification of damage levels to people's houses in the area, report to the Ministry of Finance to summarize, report to the Prime Minister for decision on the level of support funding from the central budget; taking full responsibility for the accuracy of the reported data and the implementation of the policy in accordance with this Resolution before November 20, 2020. Past the above time limit, localities are responsible for allocating local budgets to implement policies, the central budget does not support.

- Support to remedy housing damage as prescribed in this Resolution, ensuring timely, effective, publicity, transparency, right subjects, avoiding profiteering in policy, completed no later than December 15, 2020.
