According to Party Charter 2011 then Vietnamese citizens are eighteen years of age or older; acknowledge and voluntarily: implement the political platform, the Party's charter, standards and duties of party members, operate in a grassroots party organization; Through practice, they have proven themselves to be excellent people, trusted by the people, and can be considered for admission to the Party.

The latest regulations in 2021 on conditions for admission to Party members (Artwork)
The conditions for admission to the Party are specified in Regulation 24-QD/TW dated July 30, 2021 and Guidance 01-HD/TW dated September 28, 2021 as follows:
* About age:
- At the time of admission consideration, a person joining the Party must be from 18 to 60 years old (monthly).
- The admission to the Party of people over 60 years old shall be considered and decided by the Party Committee directly under the Central Government.
Only those who are over 60 years old will be considered for admission to the Party when the following conditions are met:
+ Having good health and reputation;
+ Currently working or residing at an establishment without a party organization, without a party member or due to special requirements;
+ To be approved in writing by the Standing Committee of the Party Central Committee before the competent Party Committee issues a decision on admission.
* About the level of education:
- People who join the Party must have a junior high school diploma or higher.
- Education of Party members living in mountainous areas, islands, ethnic minority areas, areas with extremely difficult socio-economic conditions and other specific cases due to development requirements. If the party fails to ensure the general regulations, it shall follow the instructions of the Secretariat, specifically:
+ People who join the Party are living in mountainous areas, border areas, islands, ethnic minority areas and areas with extremely difficult socio-economic conditions or fishermen often work at sea or islands, if they do not comply with the Regulations on the implementation of the Party Charter of the 13th Central Committee, they must have a minimum education level to complete the primary school program.
+The educational level of people joining the Party are village elders, village chiefs, reputable people living in mountainous areas, border areas, islands, ethnic minority areas and areas with extremely difficult socio-economic conditions or fishermen who often work in the sea or islands, they must at least know how to read and write the national language and get written consent from the Standing Committee of the Central Committee before the competent Party Committee issues an admission decision.
* Acknowledgment and voluntary: implementing the political platform, the party charter, standards and duties of party members, operating in a grassroots party organization.
* Fostering Party awareness:
People who join the Party must take a class on fostering Party awareness and have a certificate issued by a district-level political centre or equivalent; Where there is no political center, it shall be granted by the Party Committee competent to admit Party members.
* Have a voluntary application to join the Party:
People who join the Party must make an application by themselves, clearly stating their perceptions of the Party's purposes and ideals, and the motivation for applying to the Party.
* Report honestly background to the branch:
- People who join the Party declare themselves, fully, clearly and honestly according to regulations, take responsibility for the declared contents; If there is any problem that you do not understand and do not remember correctly, you must report it to the branch.
- The curriculum vitae must be verified and concluded by the grassroots committee before recording the content of certification, signing and stamping.
* Officially introduced by two party members:
- Where the Ho Chi Minh Communist Youth Union is organized, a person entering the Party at a young age must be a union member, be introduced by the grassroots executive committee and an official party member.
- In agencies and enterprises where there is no organization of the Ho Chi Minh Communist Youth Union, people who join the Party must be trade unionists, be introduced by the grassroots trade union executive committee and an official party member.
Note that the referrer must:
+ Being an official member of the Party and working together with the person joining the Party for at least one year;
+ Report to the branch on the background, quality and capacity of the person entering the Party and take responsibility for his/her introduction. If there is anything unclear, report it to the branch and superiors for consideration.
