Vietnam: Records management will be inspected in accordance with Decree No. 30/2020/NĐ-CP in 2021

Recently, the Ministry of Home Affairs of Vietnam has issued the Official Dispatch No. 6679/BNV-VTLTNN guiding central agencies and organizations, People's Committees of central-affiliated provinces and cities, to develop plans for clerical and archival work in 2021.

According to the Official Dispatch No. 6679/BNV-VTLTNN of the Ministry of Home Affairs of Vietnam, central agencies and organizations, People's Committees of central-affiliated provinces and cities are guided to develop a plan on management, direction and guidance on clerical and archival work in 2021 as follows:

- Formulate, amend, supplement and issue new documents in accordance with their competence management documents and professional guidance documents on records and archives to ensure compliance with current law provisions, including:

+ Regulations on records and archives of agencies and organizations;

+ List of dossiers of agencies and organizations;

+ Table of time limit for preserving professional documents as required in Clause 2 Article 15 of Decree No. 01/2013/NĐ-CP of Vietnam’s Government;

+ Implementation plan for the implementation of Decision No. 458/QĐ-TTg.

- Arrange the organizational apparatus and arrange officials and public employees to meet job requirements, especially clerical work, electronic archiving and management of historical archival documents at the provincial level; ensure that officials and public employees meet the standards of professional ranks and titles as prescribed by law.

- Organize training and retraining in clerical and archival skills suitable to each type of officials and public employee, focusing on the following contents: drafting, signing and promulgating electronic documents; electronic document management; make, submit, store and manage paper and electronic records; using secret key storage devices in clerical work, digitizing archives.

- Review, assess the current situation, synthesize training needs, foster, raise ranks and promote according to the standards of clerical officials, professional titles of archival public employees, and send it to the State Department of Records and Archives before March 30, 2021.

- Implement salary, allowance, labor protection and other regimes and policies for officials and public employees doing clerical and archival work in accordance with law.

- Organize the inspection and examination of the implementation of the provisions of the law on records and archives for agencies and units under their management, focusing on the following contents:

+ Clerical work: drafting, signing and promulgating documents, document management, making and submitting dossiers and documents to the Agency Archives, managing and using secret key storage devices, electronic document management system software as prescribed in Decree No. 30/2020/NĐ-CP of Vietnam’s Government

+ Professional archival activities: editing, preserving and organizing the use of archival documents, digitizing documents; creation and management of electronic archival data input and archival specification data.

Besides, the Official Dispatch No. 6679/BNV-VTLTNN of the Ministry of Home Affairs of Vietnam also states that in 2021, ministries, branches, People's Committees of central-affiliated provinces and cities, corporations and state economic groups need to focus on management and direction to carry out the following key tasks: 5 key tasks in clerical and archival work in 2021.
