Vietnam: Principles of reducing teaching hours for part-time teachers in the union

1. Principles of reducing teachers' teaching hours in Vietnam

Pursuant to Article 2 of Circular 08/2016/TT-BGDDT), stipulating the principle of deduction of teaching hours as follows:

- The reduction of the teaching hours limit ensures that the prescribed number of hours is used for trade union work in accordance with Clause 2, Article 24 of the Trade Union Law.

Part-time trade union officials are entitled to use 24 working hours in a month for:

- President, Vice President of the grassroots trade union;

- 12 working hours in 1 month for members of the Executive Committee, the leader and deputy leader of the trade union group to do trade union work and be paid by the employer.

Depending on the size of the agency, organization, or enterprise, the executive committee of the grassroots trade union and the employing unit shall agree on the additional time.

- The number of teaching hours to be reduced for teachers and lecturers doing part-time trade union work is calculated on the basis of regulations on working time and teaching hours norms for teachers and lecturers at each level of study and by school year.

2. Methods for reducing teaching hours in Vietnam

Pursuant to Article 3 of Circular 08/2016/TT-BGDDT) stipulating the regime of reducing the norm of teaching hours and teaching hours as follows:

2.1. Kindergarten teacher in Vietnam

- Teachers who are presidents and vice presidents of grassroots trade unions who are not part-time are entitled to a reduction of six teaching hours per week (equivalent to 210 teaching hours in a school year);

- Teachers as members of the trade union executive committee;

Part-time trade union leaders and vice-leaders are entitled to a reduction of 3 teaching hours per week (equivalent to 105 teaching hours in a school year).

2.2. Secondary school teacher in Vietnam

Teachers of elementary schools, junior high schools, high schools with many levels of education, specialized schools, vocational education centers, continuing education, and provincial continuing education centers as follows:

- Teachers who act as presidents and vice presidents of grassroots trade unions who are part-time at primary schools and specialized primary schools are entitled to a reduction of four teaching hours a week (equivalent to 140 teaching hours in a school year);

Lower secondary school, junior high school, upper secondary school, upper secondary school, vocational education center-continuing education, and provincial continuing education center reduction of 03 teaching hours in a week (reducing 105 teaching hours in a school year);

Teachers who work as members of the trade union executive committee, part-time trade union leaders, and vice-leaders in primary schools and special schools are entitled to a reduction of two teaching hours a week (which translates into 70 teaching hours in a school year). ;

Lower secondary school, junior high school, upper secondary school, upper secondary school, vocational education center-continuing education, and provincial continuing education center reduced by 1 teaching hour in a week (reducing 35 teaching hours in a school year);

- For general schools with many levels of education, the norm of teaching hours for teachers doing part-time trade union work shall be calculated according to the highest norm of teaching hours prescribed for each grade level.

2.3. Middle School teachers

- Teachers who are part-time trade union presidents and vice presidents of grassroots trade unions are entitled to a reduction of 76 teaching hours in a school year;

- Teachers who are part-time members of the executive committee, the leader and vice-leader of the trade union are not entitled to a reduction of 38 teaching hours in a school year.

- Lecturer in colleges, institutes, universities, and universities

Every year, the Rector (Director), together with the Trade Union Executive Committee, agrees on a plan to determine the time used for trade union work for lecturers doing trade union work. to ensure compliance with the lecturer's duties (teaching, scientific research, and other jobs) and regulations on the autonomy of the unit.

If you choose to reduce your scientific research hours or do other jobs, you must comply with the provisions of Clause 2, Article 24 of the Law on Trade Union. If the option to reduce the teaching hours is selected, the following regulations will apply:

- Lecturers who are part-time presidents and vice presidents of grassroots trade unions are entitled to a reduction of 44 teaching hours in a school year;

- Lecturers who are part-time members of the executive committee, group leader, and vice-leader of trade union groups are not entitled to a reduction of 22 teaching hours in a school year.
