Vietnam: Persons entitled to the monthly social allowance and allowance amounts thereof

Social allowance in Vietnam is an amount of money or other assets provided by the State or non-governmental organizations to members of society where these members face risks, dangers, poverty, or misfortune, intending to help them overcome difficulties and stabilize their lives.

1. Groups eligible for social allowance in Vietnam

According to Article 5 of Decree 136/2013/ND-CP, the persons entitled to the monthly social allowance in Vietnam include:

Group 1: Children under 16 years old having no nurture source subject to one of the cases prescribed as follows:

a) Being abandoned and not yet adopted;

b) Being orphans;

c) Being orphans whose mother or father has died and the remaining parent is missing as stipulated by law;

d) Being orphans whose mother or father has died and the remaining parent is receiving the care and nurture benefits at the social protection establishments or social houses;

Being orphans whose mother or father has died and the remaining parent is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;

e) Both mother and father are missing as stipulated by law;

g) Both mother and father are receiving the care and nurture benefits at the social protection establishments or social houses,

h) Both mother and father are serving the prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;

i) Mother or father is missing as stipulated by law and the remaining parent is receiving the care and nurture benefits at the social protection establishments or social houses,

k) Mother or father is missing as stipulated by law and the remaining parent is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;

l) Mother or father is receiving the care and nurture benefits at the social protection establishments or social houses and the remaining is serving prison term in jail or is exercising the decision on handling of administrative violation at the reform schools, compulsory educational establishments and compulsory detoxification establishments;

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- 2.5 for those under 04 years old;

- 1.5 for those aged 04 years and above.

Group 2: Persons between 16 and 22 years subject to one of the above cases are in high school, vocational school, professional school, college and university of the first degree.

The corresponding coefficient to calculate the social allowance for this group is: 1.5

Group 3: Children infected with HIV of poor households and persons infected with HIV of poor households without monthly pension, social insurance allowance, monthly preferential allowance for revolutionary contributors and other monthly allowances.

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- 2.5 for those under 04 years old;

- 2.0 for those aged 04 to under 16 years old;

- 1.5 for individuals aged 16 years and above.

Group 4: People of poor households who are not married; are married but the wife or husband has died or is missing as stipulated by law and is raising children under 16 years or child from 16 to 22 years old and these children is in high school, vocational school, professional school, college and university of first degree (hereafter referred to as poor people who are raising children)

The corresponding coefficients to calculate the social allowance for these beneficiaries are:

- 1.0 for those raising one child;

- 2.0 for those raising two or more children.

Group 5: Elderly individuals falling into one of the following categories:

- Case 1: The elderly people of poor households do not have any person with obligations and rights to serve them or have person with obligations and rights to serve them but this person is receiving the monthly social allowance;

- Case 2: The elderly people from 80 years or older not subject to the provisions under Case 1 have no monthly pension, social insurance allowance or social allowance;

- Case 3: The elderly people of poor households do not have any person with obligations and rights to serve them; have no condition to live in community, meet the conditions to be admitted to the social protection establishments or social houses but there are other people who wish to take care of them in community.

Corresponding coefficients to calculate the social allowance for these beneficiaries are:

- 2.0 for individuals in Case 1 aged 80 years and above;

- 1.0 for individuals in Case 2;

- 3.0 for individuals in Case 3.

Group 6: Disabled children and disabled people eligible for social allowance as stipulated by law on disabled people.

The coefficient for these individuals shall follow Decree 28/2012/ND-CP.

=> Individuals in one of the above groups are entitled to a monthly social allowance in Vietnam.

2. Social allowance amounts in Vietnam

According to Article 6 of Decree 136/2013/ND-CP, the monthly social allowance amounts for beneficiaries in Vietnam are defined as:

The minimum amount is calculated by multiplying the standard social support rate of 270,000 VND by the corresponding coefficient for each group mentioned in Section 2.

Example 1: A child aged 3 being an orphan is eligible for a monthly social allowance with a corresponding coefficient of 2.5.

=> Social allowance = 270,000 VND x 2.5 = 675,000 VND/month

Thus, this child will receive a monthly social allowance of 675,000 VND.

Example 2: An 81-year-old lady without a monthly pension, social insurance benefits, or social allowance; not from a poor household; but with individuals obligated to care for her, is entitled to a monthly social allowance with a corresponding coefficient of 1.0.

=> Social allowance = 270,000 VND x 1.0 = 270,000 VND/month.

Thus, the elderly lady will receive a monthly social allowance of 270,000 VND.

Social allowance is a support policy from the State or non-governmental organizations provided in the form of specific money or assets to support individuals in specially disadvantaged/disadvantaged circumstances to stabilize their lives. Eligible beneficiaries will receive a minimum monthly allowance of 270,000 VND.
