Vietnam: People returning to Hanoi from Hai Duong must immediately self-isolate at home

Specifically, in order to control the spread of the COVID-19 epidemic, according to Vietnam's Notice 10/TB-BCD, the Hanoi People's Committee suggested that in the coming time, units should focus on a number of specific contents, such as: after:

(1) Chairpersons of People's Committees of districts, towns, communes, wards, and townships review and notify all cases returning from Hai Duong (from 0:00 on February 2, 2021) and outbreaks in other provinces. Other provinces and cities (within the last 14 days): Immediately implement self-isolation at home during the time from leaving the outbreak to 14 days (if 14 days have passed, self-isolate until negative test results are obtained); proactively contact the local health facility for advice and sample collection.

Particularly for those returning from Cam Giang and Hai Duong districts, the People's Committees of communes, wards, and townships are assigned to issue a decision to isolate at home (enough isolation period is 14 days after leaving the outbreak; if it is more than 14 days, self-isolate until negative test results are obtained); take samples for testing; and suggest that local authorities closely monitor the medical isolation at home to ensure compliance with regulations.

(2) Assigning the Department of Health of Vietnam to preside over and direct the City Center for Disease Control to coordinate with central hospitals and medical units located in the city to focus on expanding testing in order of priority, including:

- Cases returning from Hai Duong province (from 0:00 on February 2, 2021): Priority will be given to districts and cities in Hai Duong province with complicated outbreaks, then to the remaining districts (the latest completion time is February 20, 2021).

- Cases returning from outbreaks in other provinces and cities have recorded cases in the past 14 days.

- Random target group in high-risk areas: factories, where many people return from other localities, especially where foreign experts work(suggested by the Steering Committees of districts, towns and the City Center for Disease Control).

- The medical team for epidemic prevention and control, giving priority to places with a high risk of exposure; officials in isolation areas in areas where the epidemic is being prevented; the army and the police.

(3) Assigning the Chairman of People's Committees of districts and towns to direct to take full responsibility before the Chairman of the City People's Committee for epidemic prevention and control in the locality. Heads of agencies, units, organizations, and establishments are responsible for performing epidemic prevention and control work at their agencies; developing an epidemic prevention plan at agencies and units when employees return to work after the Tet holiday; proactively implementing regular epidemic prevention measures such as checking body temperature, making medical declarations, wearing masks, disinfecting hands, and keeping a safe distance in the facility (in the best conditions of your unit); encouraging working online.

(4) Assigning units to strictly control and not cross-infect in concentrated isolation zones, blockade zones, or infect the community; assigning People's Committees of districts and towns to direct and organize to pick up subjects from concentrated isolation areas to their localities; continuing to closely monitor during the 14 days when returning to the community.

(5) Requesting all levels and branches to strengthen management and inspection of the implementation of requirements and regulations of the government, National Steering Committee, Ministry of Health, City Party Committee, and City People's Committee of Vietnam in the implementation of epidemic prevention, 5K message, especially wearing a mask; the suspension of receiving guests at monuments and religious establishments; the suspension of the operation of restaurants; street drinking; sidewalk iced tea; coffee; game store; dance hall; karaoke.

At non-public medical examination and treatment establishments, pharmacies, and localities, strictly inspect and strictly implement the sale of drugs to people with symptoms of COVID-19, and timely inform medical facilities.
