Vietnam: New 01 Decree, 03 Circulars guiding the Law on Residence 2020 to be promulgated

According to the plan promulgated together with this Decision, the Prime Minister of Vietnam requests ministries, ministerial-level agencies, Governmental agencies, provincial-level People's Committees and relevant agencies to develop a specific roadmap to ensure that from July 1, 2021, the Law is uniformly and synchronously implemented nationwide; at the same time, they regularly inspect, urge, guide and promptly solve difficulties and problems during the implementation of the Law on Residence.

And one of the key contents of the proposed Plan is the development of guiding documents for the implementation of the Law on Residence. Specifically, the following 04 documents will be issued:

(1) The Decree replaces Decree 31/2014/ND-CP, detailing a number of articles and measures to implement the Law on Residence (built according to the simplified order and procedures under Decision 2197/QD-TTg dated December 22, 2020 by the Prime Minister).

- Lead agency: Ministry of Public Security of Vietnam.

- Coordinating agency: Ministry of Justice, Government Office and relevant ministries and agencies.

- Time of submission: May 2021.

(2) Circular of the Minister of Public Security detailing a number of articles of the Law on Residence.

- Lead agency: Ministry of Public Security of Vietnam.

- Coordinating agency: Relevant agencies and units.

- Issue time: before May 15, 2021.

(3) Circular of the Minister of Public Security on forms used in registration and residence management.

- Lead agency: Ministry of Public Security of Vietnam.

- Coordinating agency: Relevant agencies and units.

- Issue time: before May 15, 2021.

(4) Circular of the Minister of National Defense detailing the conditions, documents, and procedures for permanent residence registration and temporary residence registration at military units for those studying, working, or working in the Army people's team.

- Lead agency: Ministry of National Defense of Vietnam.

- Coordinating agency: Ministry of Public Security and relevant agencies and units.

- Issue time: before May 15, 2021.
