This is one of the prominent and noteworthy issues being discussed in the draft Decree on amendments to Decree No. 72/2013/ND-CP of Vietnam’s Government on the management, provision, and use of Internet services and online information.
The draft Decree proposes the addition of several new regulations regarding virtual items, points in games, and particularly the supplementation of personal information of players. Specifically, the draft Decree suggests adding Article 34b. Personal information of players is as follows:
1. When creating an account to use the G1 game, players must provide the following personal information:
a) Full name;
b) Date, month, year of birth;
c) Registered address of permanent residence;
d) Citizen identification number or passport number, date of issuance, place of issuance;
e) Phone number, email address (if any).
In the case of players under 14 years old and without a citizen identification number or passport, the legal guardian of the player shall decide to register their personal information to express consent and take responsibility under the law for the registration.
Besides, Decree No. 72/2013/ND-CP of Vietnam’s Government also specifies that G1 games are video games that have interaction among multiple players via the game server.
Thus, if the draft Decree is approved, players of G1 games such as League of Legends, etc. will be required to provide their full personal information before creating an account.
Furthermore, the draft Decree also imposes a requirement for businesses to store this information throughout the player's use of the service and for 6 months after the player stops using the service.
